One day officials who were assisting Chairman Kim Jong Il in his work received a report that one province was having a hard time for lack of matches.
Thinking that it was a minor problem, they only added it at the bottom of the daily report to Kim Jong Il.
After a while,Kim Jong Il summoned an official and said: Such things like matches and salt are daily necessities for the people, but why did you put this problem at the bottom of the document?
Matters related with people’s livelihood, those connected with their benefit, however trifling, should be mentioned at the top of the daily report. Nothing is more important than the matters related with the people’s livelihood.
We should consider their benefit before anything else in finding solutions to the problems in this regard on a priority basis.
The official felt as if he were receiving instructions from a benevolent mother.
