In February 1998 Chairman Kim Jong Il joined company with the commanding officers of the Korean People’s Army and told them to strengthen the unity of the KPA and the people.
In those days the KPA units helped the people actively as never before.
The servicemen of our KPA units performed difficult jobs in the fields of our socialist cooperative farms from at dawn till late at night. Learning that the people of its stationing place had a hard time for several days because of their delay in building a head of water one of the units went all-out to finish it.
The public were also zealous to support the KPA in return. Everybody believed that this led to the unity of the KPA and the people and that it was brought about well.
That day Kim Jong Il said that some civilians thought that the unity of the KPA and the people was perfectly achieved when the latter supplied the former with relief materials well but that in our opinion the unity was not such a technical one.
After a while he looked round the officials and said:
“It is important in achieving the unity of the KPA and the people for the former to help the people and for the latter to support the former whole-heartedly but that what is of primary importance is to bring about the ideological unity of the KPA and the people and that of their fighting spirit.”
This could be defined by Kim Jong Il alone anew in an original way.
