The

first short course for chief secretaries of the city and county

committees of the Workers' Party of Korea continued on March 5.

The third-day meeting of the short course gave lectures of re-impressing issues in a comprehensive and systematic way to cement the single-minded unity of the Party and the revolutionary ranks in every way and give substantial Party leadership for developing the cities and counties in an independent and many-sided way.

The lectures were given by O Su Yong, Member of the Political Bureau of the Central Committee of the WPK and Economic Secretary of the Party Central Committee, and Kim Jae Ryong, Member of the Political Bureau of the Central Committee of the WPK and Director of the Organizational Leadership Department of the Party Central Committee.

The lectures dealt with issues for the city and county Party committees to renovate the Party organizational work and the Party ideological work to firmly consolidate the revolutionary position and the class position and skilfully organize and mobilize the officials, Party members and other working people to the implementation of the decisions of the Party Congress.

Kim Jae Ryong lectured on practical issues of the Party work to firmly build up the ranks of cadres and the Party ranks, enhance the militancy of the grass-roots Party organizations, thoroughly apply the people-first politics of the Party and prepare the young people as heirs to the revolution and reserves of the Party.

He dwelt upon the tasks and ways for the city and county Party committees to attach importance to the Party work in the countryside, strengthen the work with the officials of the rural primary organizations and demobilized soldiers and intensify the three revolutions--ideological, technical and cultural--and thus transform the agricultural workers on a revolutionary and working-class pattern.

He also touched on doing the political and educational work in a fresh way to increase the ideological and mental strength and creative enthusiasm of the masses in keeping with the urgent demand of the times and developing revolution and on mobilizing the information and publicity forces of the Party to raise the penetration of the idea and the practical effect of the ideological work.

The short course also dealt with the methodological issues to enhance the role of the city and county Party organizations in developing the local economy and improving the people's living.

In his lecture O Su Yong stressed that the city and county Party committees and the chief secretaries should give good Party guidance and political guidance over the economic work in order to make all cities and counties the civilized and rich regional bases of socialist construction and developed regions with their unique peculiarities according to the general objective of the Party's idea on attaching importance to the cities and counties and its line on strengthening them.

He dwelt upon some measures to solve the food problem for the people and raw materials for light industry by directing primary efforts to boosting the agricultural production, stockbreeding and fishery which are playing a big role in the economic development of the cities and counties.

Introducing the experiences of the city and county Party committees that demanded the farms accept scientific farming methods and correctly apply the socialist principle of distribution for tangible successes, he called for giving substantial guidance to the work for encouraging the high-yielding movement and laying material and technical foundations of the countryside while giving precedence to the work for enhancing the productive enthusiasm of the agricultural workers, masters of the agricultural production.

He explained ways to revitalize the local industrial factories in keeping with the physiographical characteristics of the regions and thus increase the production of consumer goods and spruce up the appearances of the cities and counties and develop education, public health and physical culture.

The short course stressed that all the chief secretaries of the city and county Party committees, deeply conscious of the heavy duty given by the Party and the people, should strengthen the Party work to make their cities and counties revolutionary and discharge their responsibility and role as organizer and standard-bearer in the struggle for the development of the local economy and the improvement of the people's living.
