Today, the Korean people have turned out in high spirits to implement the new five-year plan for national economic development presented by the Eighth Congress of the Workers' Party of Korea.  Of course, there are many obstacles and difficulties in their way. But the Korean people do not hesitate or vacillate, looking back upon the Chollima era.  The Chollima era was witnessed in the late 1950s when the Democratic People's Republic of Korea was implementing the first five-year plan.  It was not smooth to implement the first five-year plan for building the foundation of socialism. Production had to be increased at a high speed in order to implement the plan. However, all things including equipment, materials, manpower and fund were quite insufficient in our country which had fought a war.  Just at the time, an issue on bringing about a great upsurge in socialist construction, breaking through the difficulties, was discussed at a plenary meeting of the Central Committee of the WPK in December Juche 45(1956).  All people turned out to implement the tasks presented by the plenary meeting under the slogan "Let Us Advance at the Speed of Chollima!".  They found out what is in short supply and produced anything that is not available, scrapped all the old norms and created new ones and worked miracles, effecting a great innovation on all fronts of the socialist construction.  Our workers produced 120,000 tons of steel billets in a blooming mill with a capacity of 60,000 tons and 270,000 tons of pig iron in a blast furnace with a capacity of 190,000 tons. The then Hwanghae Iron Works built a large blast furnace in less than a year.  A great upsurge in production was brought about in all places of the country.  In November Juche 47(1958) the first "Chollima" tractor was born in over 30 days and the "Sungni-58"-type lorry No. 1 in 40 days.  Our workers also made not only the first large water pump, excavator and bulldozer but also the 8-metre turning lathe and 3,000-ton press by themselves.  Builders in the capital created a new speed of building a household in 14 minutes and young builders finished the Haeju-Hasong railway project only in 75 days, which is said to take 3 or 4 years to do it.  In such spirit, the Korean people overfulfilled the first five-year plan in terms of the total industrial output value in 2 years and a half and on indices of products in 4 years.  World people called the DPRK Chollima Korea, a country of miracles.  In the same spirit and stamina of the Chollima era, the Korean people have turned this country into a socialist country independent in politics, self-supporting in the economy and self-reliant in national defence decade after decade.  The spirit of Chollima is still felt in this country. So the Korean people advancing toward a new goal are convinced of the victory.
