In 1992, the UN General Assembly adopted a resolution calling for all member states to direct efforts to involve the people with disabilities in social activities and designating December 3 as the International Day of Persons with Disabilities.

People with disabilities are in need of special protection from the outside as well as a good deal of social attention.  Therefore, the degree to which their rights are ensured can be considered an important yardstick to see clearly actual human rights situation and the level of civilization of the relevant country.

If so, how hopes and dreams of the people with disabilities are fulfilled in our socialist system where human beings are held dearest?

In our country, rights of the people with disabilities are legally guaranteed by the Law on the Protection of the Disabled. In 1951, Prosthetic Devices Factory was built amidst the gunfire of the war. In September 1959, schools for the deaf, and for the blind were built in each province. Afterwards several organizations were established. These include the Central Committee of the Korean Federation for the Protection of the Disabled, Deaf Association of Korea, Blind Association of Korea, Korean Company for Supporting of the Disabled, Korean Sport Association of the Disabled and Korean Art Association of the Disabled.

Beside these, many up-to-date service facilities and education facilities for the people with disabilities were established everywhere such as Munsu Functional Rehabilitation Clinic, Rehabilitation Center for Children with Disabilities, Vocational Schools for People with Disabilities so that the people with disabilities could enjoy top-level rehabilitation therapy and living conditions and receive vocational education for free.

Like this, people with disabilities in our country enjoy the rights at the highest level and to their hearts’ content without the slightest gloom, under the benefits of such a good policy of protecting the people with disabilities.

This can be substantiated by candid feedback from the audiences who appreciated the art performance staged by Pyongyang Exchange Group of Disabled Persons that took place in several places including London and Oxford in the UK in May 2017. They said: such an impressive performance is beyond one’s imagination; I cannot believe that it is a performance of the people with disabilities; I got to know the reality of Korea where optimal education condition is provided for the people with disabilities.

Despite the international efforts to protect the rights of the people with disabilities and to ensure their equality, the “large contingents of the innocent people with disabilities” successively come into existence in several parts of the world owing to the acts of interference and aggression of specific countries.

Incidents of ill-treatment and murder are shamelessly perpetrated in the so-called "protection facility for the people with disabilities" of a country which is posing as an "advanced country of human rights"; it is a natural phenomenon to see the people with disabilities, falling the first victim to unemployment, are wandering about the streets to eke out a living on the handouts; people with disabilities who deserve social protection are reduced to victims of all social evils, becoming the subjects of discrimination and contempt - this is the current plight of the capitalist countries.

Only money-almighty principle, the law of jungle gains the upper hand; and exploitation of man by man and social inequality are legalized in the capitalist system where it is unimaginable to see the provision of genuine human rights to the disabled, which presupposes enormous expense without any profitability and warm love for the humankind.

Respected Comrade Kim Jong Un is much more concerned about the people with illnesses and heartaches, embracing them warmly and taking responsibility for their destiny and future. It is indeed thanks to his bosom of love for the people that the people with disabilities will only enjoy genuine happiness forever, full of joy and optimism for life.
