The Political Bureau of the Central Committee of the Workers' Party of Korea called a consultative meeting in the headquarters building of the Party Central Committee on May 21 to discuss issues on the readjustment and reinforcement of the present state anti-epidemic capacity and the preparations of the Fifth Plenary Meeting of the Eighth Party Central Committee.

The respected Kim Jong Un, General Secretary of the Workers' Party of Korea, guided the consultative meeting.

Present there were members of the Presidium of the Political Bureau of the Central Committee of the WPK and members and alternate members of the Political Bureau of the Party Central Committee.

Also on hand as observers were officials of the state emergency anti-epidemic field and leading officials of the Ministry of Public Health.

The Political Bureau heard a report of the State Emergency Anti-Epidemic Headquarters on the spread of the pandemic as of May 20.

The consultative meeting first discussed an issue on more efficiently controlling and enforcing the anti-epidemic policies of the Party and the state now that the general situation of spread of the pandemic of the country is deterred and controlled in a stable way.

The Political Bureau appreciated that since the all-people anti-epidemic struggle has been waged to display all over the strength and spirit of heroic Korea in the war with the malignant disease according to the decisions and instructions of the Party Central Committee on transferring the state anti-epidemic system to the greatest emergency anti-epidemic system, the nationwide spread of the pandemic has been gradually deterred, the number of those completely recovered is increasing day by day and the number of the dead is remarkably decreasing, and in this way the stable situation has been kept in all regions.

Kim Jong Un reviewed and analyzed the 9-day anti-epidemic work after the start of the anti-epidemic war with the malignant virus.

He said the state emergency anti-epidemic work is showing an affirmative trend and added that the achievements made in the present anti-epidemic campaign are ascribed to the correct leadership of the Party, the political and ideological superiority of the socialist system of Korean style and the peculiar organizing ability and unity.

He stressed the need to steadily and flexibly coordinate and optimize the anti-epidemic policies in keeping with the situation and use the state strategy and tactics according to them and thus keep creating the favourable conditions on the whole anti-epidemic front and take every possible step to revitalize the economy as a whole.

He said it is necessary to remind the whole Party once again of the anti-epidemic measures which have been maintained by the Party for more than two years since the outbreak of the worldwide malignant disease, the present state anti-epidemic guidelines and rules and the experiences and lessons acquired in the course of their execution and arm it with them so as to inform again of the task and role of the party organizations and the mission of the Party members in tiding over the present crisis and enhance the self-consciousness of the entire people.

Kim Jong Un emphasized the important tasks and ways to make the defence lines of public health firm by deterring the spread of the pandemic as much as possible, improving the medical steps for those in a fever and confirmed and consistently holding fast to all the anti-epidemic principles and measures presented and taken by the Party.

He said it is important to seize the inefficacy in the state affairs with acute contemplation and create an opportunity of making an epochal development in the capacity of coping with the state crisis, and continued:

All sectors and units should not take shortsighted and temporary measures, but powerfully promote the readjustment and reinforcement with their strategic eyes and study and establish emergency action plans and emergency work systems.

We should direct great efforts to the protection of health of the medical workers and their living, develop the communist virtues and traits as a good style of our society and strengthen the patriotic, collective and socialist spirit and thus win a great victory in the all-people resistance with the malignant virus.

Kim Jong Un stressed once again the duty and role of the Party and the responsibility of the party officials in the face of the anti-epidemic crisis of the country. And he said the party organizations and officials should stand in the places the people are afraid of, worry about and agonize over, and they should become the bullet-proof walls of defending the people with their infinite devotion and unchangeable loyalty to them.

Kim Jong Un pointed out crucial issues on the role and immediate tasks of the judicial, procuratorial and security sectors.

The consultative meeting discussed issues on organizing regional treatment centres planning and commanding the medical work to cope with the pandemic and ensuring proportioned distribution of the medical forces on a nationwide scale, on setting up medicines-supplying centres and bases in Pyongyang City and all the provinces, districts and counties and enhancing the effectiveness, promptness and security of the medicine supply, on actively using the highly efficacious Koryo medicines in treatment, on increasing the production capacity of the pharmaceutical factories and expanding the varieties of the essential and reserve medicines and on powerfully taking fundamental measures to further strengthen the material and technical foundations of the public health, before taking relevant steps of policy.

Then, the consultative meeting discussed an issue on dispatching practical guidance teams to the provinces so as to learn about the implementation of the Party and state policies for the first half of the year 2022 in an all-round way as part of the preparations of the Fifth Plenary Meeting of the Eighth Party Central Committee.

Kim Jong Un said it is necessary to stubbornly push ahead with the struggle to implement the line of the Party for the overall development of socialism without letup while continuing to intensify the state emergency anti-epidemic campaign, and continued:

Practical guidance teams should be organized with members of the Political Bureau of the Party Central Committee to learn and grasp the implementation of the Party and state policies assigned by the Fourth Plenary Meeting of the Eighth Party Central Committee in every region and every sector.

Leading officials should have a correct understanding of the operation of the emergency anti-epidemic system such as the supply of medicines to the inhabitants, their treatment and living, the execution of the anti-epidemic measures and the situations of production in the industrial sectors and every farming process in the agricultural field to carry out the major policy tasks, and take timely measures.

The practical guidance teams should actively guide and help from the viewpoint of development the work to further enhance the function and role of the local Party and government organs and working people's organizations that have to lead their regions in implementing the party policies according to the requirements of the developing revolution and the trend and environment of the changing situation.

The leading officials dispatched to the provinces should heavily accept the important task given by the Party and the people and have a correct understanding of the situation on the spot and on its basis, find out innovative measures and report them to the plenary meeting of the Party Central Committee so that they can be reflected on relevant decisions, he said and clarified ways to put them into practice.

The consultative meeting of the Political Bureau decided to organize practical guidance teams including officials of departments concerned of the Party Central Committee and necessary personnel of the Cabinet and the judicial and procuratorial sectors with members of the Presidium of the Political Bureau and secretaries of the Party Central Committee in the main, and assigned the regions and tasks for those teams and made detailed arrangements.
