Cho Islet is on the West Sea of Korea, far away from the land.
The following happened on November 23, Juche 85(1996).
From early in the morning, sea wind blew 20 metres per second, raising 2-metre waves.
On the very day, the great leader Kim Jong Il left to see the soldiers on Cho Islet.
Officials earnestly told him that it would be good to leave afterwards on a fine day. Kim Jong Il, however, resolutely got aboard a boat, saying no storm could block his way to the soldiers.
Huge waves struck the prow and the cameras were broken by its shock. So it was impossible to record the historic voyage.
When the boat arrived at the islet, the soldiers rushed to Kim Jong Il and threw themselves in his arms in tears. Kim Jong Il embraced the soldiers and warmly encouraged them.
To him, Cho Islet was the place where there were soldiers and where his children were waiting for him, rather than a military concept of important stronghold defending a gateway to the country.
Later, he said that when he looked back upon the road of Songun (military-first) politics, he was reminded first of the day when he sailed to Cho Islet. He added that the long journey of Songun-based leadership was a continuation of critical moments such as the raging sea route to Cho Islet.
He called on the soldiers across the country including an islet defence detachment on the West Sea, an isolated islet post on the East Sea and posts on the forefront.
He continued his Songun-based leadership with parental love and devotion, saying he should go and see the soldiers no matter how long and rugged the path may be.
