One day in October 1945, General Kim Il Sung met an official of the South Phyongan provincial Party committee to give instructions concerning the organization of the sports union.
Saying that it was necessary to organize the sports union as soon as possible and involve all sportspeople in it in order to develop sports, he noted that the union should embrace not only sportspeople but also young people who had aptitude for sports and only then, could they widely develop the sports and train new players more quickly.
And he said that making all the people build healthy physical strength is an important matter for building a reunified and prosperous country in view of the prevailing situation in the country and from the historical viewpoint and that Korean forefathers also stressed the need to acquire ample knowledge, a good moral character and good health from olden times. He added that if they failed to possess healthy physical strength, they could neither have sound idea nor build a new, prosperous country, that to make all the people have healthy physical strength, sports should be mass-based so that they could enjoy them, and that only when they were healthy and got involved in sports, could many excellent sports players be produced and sports technologies be developed rapidly on the basis of it.
