It is guaranteed by the Law of the DPRK on Online Education, which consists of 51 articles in six chapters.
The law set it as its mission to contribute to making all the people well-versed in science and technology and developing the country into a talent power by establishing a well-knit online education system and order in which all members of society can have access to higher education while working.

The law specifies such issues for providing communications, data, time and conditions for it.
It stipulates that a relevant university shall provide a student who receives online education with textbooks, reference books, study-aid programs and other data and that the relevant industrial establishments and organizations shall provide a student with the time to implement the curricular, so as to enable working people to study to their heart’s content while working.
With a clear understanding of its legal demands, relevant units are implementing them to the letter.
Today, the enthusiasm for studying through online education grows stronger day by day in the country.
According to data available, a steadily-increasing number of students is enrolled at the online education faculty of Kim Chaek University of Technology every year.
