The Third Session of the 14th Supreme People's Assembly of the Democratic People's Republic of Korea was held at the Mansudae Assembly Hall on April 12.

  Present at the session were Choe Ryong Hae, Member of the Presidium of the Political Bureau of the Central Committee of the Workers' Party of Korea and First Vice-Chairman of the State Affairs Commission and President of the Presidium of the SPA of the DPRK; Pak Pong Ju, Member of the Presidium of the Political Bureau of the Central Committee of the WPK, Vice-Chairman of the State Affairs Commission of the DPRK and Vice-Chairman of the Party Central Committee; Kim Jae Ryong, Member of the Political Bureau of the Central Committee of the WPK and Member of the State Affairs Commission and Premier of the Cabinet of the DPRK, and other deputies to the SPA.

  Chairman Pak Thae Song made an opening address.

  The session decided on the following agenda items.

  1. On Adopting the DPRK Law on Recycling

  2. On Adopting the DPRK Law on the Online Education

  3. On Adopting the DPRK Law on Providing the Demobilized Officers with Living Conditions

  4. On the Review of the Work of the Cabinet of the DPRK in Juche 108(2019) and Its Tasks for Juche 109(2020)

  5. On the Results of the Implementation of the State Budget of the DPRK for Juche 108(2019) and Its State Budget for Juche 109(2020)

  6. Organizational Issue

  The session discussed the first, second and third agenda items.

  Deputy Thae Hyong Chol, Vice-Chairman of the Presidium of the SPA, made reports of those agenda items.

  He mentioned the importance and significance of those laws to be discussed and adopted at the plenary session of the SPA in providing a legal guarantee for ensuring sustained development of the economy with our own strength, technology and resources as demanded by the times, further promoting the development of education, mother of science, and firmly establishing the habit of attaching importance to the military affairs in the whole society, and explained the chapters of those laws.

  He stressed that the adoption of the law on recycling, the law on the online education and the law on providing the demobilized officers with living conditions would powerfully encourage and promote the historic advance of the Korean people realizing the great ambition and ideal of building a powerful socialist country under the leadership of the Party before bringing those laws before the plenary session of the SPA for discussion.

  At the session, the Decrees of the SPA of the DPRK "On Adopting the DPRK Law on Recycling", "On Adopting the DPRK Law on the Online Education" and "On Adopting the DPRK Law on Providing the Demobilized Officers with Living Conditions" were adopted with unanimous approval of the deputies.

  There were discussions at the session on the basis of serious study of the reports on the fourth and fifth agenda items.

  Speakers said last year's work of the Cabinet and results of the implementation of the state budget were correctly summed up, this year's tasks of struggle of the Cabinet definitely presented to implement the decisions of the Fifth Plenary Meeting of the Seventh Party Central Committee and the joint decision adopted at the meeting of the Political Bureau of the Party Central Committee, and this year's state budget properly compiled, and expressed full support and approval to it.

  They expressed a resolve to discharge their responsibility and role for the Party and the revolution in the gigantic creative struggle to bring about a great upsurge in socialist construction, breaking through all the barriers to our advance in keeping with the requirement of the offensive for making a breakthrough head-on set forth at the Fifth Plenary Meeting of the Seventh Party Central Committee.

  The session adopted the Decision of the SPA of the DPRK "On Approving the Report on the Work of the Cabinet of the DPRK and the Results of the Implementation of the State Budget for Juche 108(2019)" and the Ordinance of the SPA of the DPRK "On the State Budget of the DPRK for Juche 109(2020)".

  The session discussed the sixth agenda item.

  Deputies Choe Pu Il and No Kwang Chol were recalled from the post of member of the State Affairs Commission upon the authorization of Kim Jong Un, Chairman of the State Affairs Commission of the DPRK, and on the motion of deputy Choe Ryong Hae, First Vice-Chairman of the State Affairs Commission and President of the Presidium of the SPA.

  Ri Su Yong, Thae Jong Su and Ri Yong Ho were also recalled from the post of member of the State Affairs Commission.

  Deputies Ri Pyong Chol, Kim Hyong Jun, Kim Jong Gwan, Ri Son Gwon and Kim Jong Ho were elected members of the State Affairs Commission to fill vacancies.

  Upon the authorization of the Political Bureau of the Central Committee of the WPK, deputy Ko Kil Son was by-elected Secretary General of the Presidium of the SPA and deputy Kim Yong Hwan member of the Presidium of the SPA.

  New members of the Cabinet were appointed.

  Upon the authorization of the Central Committee of the WPK, deputy Yang Sung Ho was appointed Vice-Premier of the Cabinet, deputy Kim Chol Su Minister of Resource Development, Kim Jong Nam Minister of Machine-Building Industry and Ri Song Hak Minister of Light Industry.

  Chairpersons of sectional committees of the SPA were recalled and by-elected.

  Deputy Kim Jong Ho was by-elected Chairman of the Legislation Committee of the SPA, deputy Kim Tok Hun Chairman of the Budget Committee and deputy Kim Hyong Jun Chairman of the Foreign Affairs Committee.
