The 11th Plenary Meeting of the 14th Presidium of the Supreme People's Assembly of the DPRK took place at the Mansudae Assembly Hall in Pyongyang on Wednesday.
Choe Ryong Hae, member of the Presidium of the Political Bureau of the Central Committee of the Workers' Party of Korea, first vice-chairman of the State Affairs Commission of the DPRK and president of the SPA Presidium, presided over the meeting.
The plenum was attended by Vice-Presidents Thae Hyong Chol and Pak Yong Il, Secretary General Ko Kil Son and other members of the SPA Presidium.
The bills brought before the meeting were "On Adopting Tobacco-Prohibition Law of the DPRK" and "On Revising and Supplementing the Law on Enterprises of the DPRK".
The tobacco-prohibition law with 31 provisions stipulates the rules which all the institutions, organizations and citizens must abide by in protecting the lives and health of the people and creating more cultured and hygienic living environment by tightening legal and social control on the production and sale of cigarettes and on smoking as required by the state’s no-smoking policy.
It also specifies non-smoking areas and units, including places for political and ideological education, such public places as theatres and cinemas, the institutions for nursing and upbringing of children and of learning, medical and health, commercial and public catering facilities and means of public transport. It also indicates penalties for violating smoking rules and others.
The amendments and supplements to the enterprise law newly point out such matters as of turning enterprises into labour-, energy-, cost-, and land-saving ones and making their employees patriotic working people who possess the spirit of economy as part of their mental qualities.
They also refer to the regulations which all the units must observe when organizing new enterprises or when changing their affiliations and those designed to ensure that production and business management are done on socialist principles under the unified guidance and strategic control of the state.
The meeting made an in-depth study of the bills and had an exchange of views on them.
The plenum adopted with unanimous approval the ordinances of the SPA Presidium "On Adopting Tobacco-Prohibition Law of the DPRK" and "On Revising and Supplementing the Law on Enterprises of the DPRK".
