The Sixth Conference of Cell Secretaries of the Workers' Party of Korea opened in the capital city of Pyongyang on April 6.

The conference, which was convened at a crucial time in strengthening the WPK and developing the revolution, will be a significant occasion for strengthening the Party's leadership and the single-minded unity of the revolutionary ranks in every way and bringing about an epochal advance in the implementation of the decisions of the Eighth Party Congress and in socialist construction by more thoroughly establishing the unified leadership system of the respected General Secretary Kim Jong Un in the whole Party and firmly preparing Party cells to be vanguard ranks that defy death to implement Party policies with great militant and fighting efficiency.

The Sixth Conference of Cell Secretaries of the WPK will comprehensively analyze and review the work done by the secretaries of Party cells in implementing the tasks set forth at the Fifth Conference of Cell Chairpersons of the WPK and discuss the tasks and practical ways of decisively improving and strengthening the work of Party cells at present.  Attending the conference were Party cell secretaries working in various fields, mainly the exemplary cell secretaries working at production sites, and officials of Party committees in Pyongyang and provinces.

Amid the playing of a welcoming music General Secretary of the WPK Kim Jong Un appeared on the platform to guide the conference.

The moment, all the participants burst into cheers of "hurrah!" for the General Secretary who is confidently leading the Korean-style socialist cause only to victory and glory while demonstrating to the world the dignity and prestige of the great Kimilsungist-Kimjongilist Party with his outstanding idea and energetic leadership.

The platform was taken by Jo Yong Won, member of the Presidium of the Political Bureau of the Central Committee of the WPK and secretary for organizational affairs of the Party Central Committee, Jong Sang Hak and Ri Il Hwan, secretaries of the Party Central Committee, Kwon Yong Jin, director of the General Political Bureau of the Korean People's Army, Kim Jae Ryong, O Il Jong and Ho Chol Man, department directors of the Party Central Committee, and leading Party officials in Pyongyang and local areas.

Kim Jong Un made an opening address at the conference.

Jo Yong Won made a report "Let us unconditionally and devotedly carry out the five-year plan set forth at the Eighth Party Congress by further boosting the militant and fighting efficiency of Party cells."

He said that the current conference is held at a stirring time when the all-people general march for opening up an era of new advance in socialist construction is powerfully expedited under the wise leadership of the General Secretary.

The General Secretary has ushered in a brilliant golden age of strengthening the entire Party by comprehensively developing the ideas and theories of building the great Kimilsungist-Kimjongilist Party and ensuring that they are applied to the work of Party cells to the letter, he said.

On the direct initiative and under the guidance of the General Secretary the Fourth Conference of Cell Secretaries of the WPK and the Fifth Conference of Cell Chairpersons of the WPK took place in the new century of Juche, he said, adding that the new century has been recorded as the one of glory and struggle when the great vitality of the Party's idea of prioritizing its cells and line of strengthening them is fully displayed.

He noted that the General Secretary set forth the militant slogan "Let Us Strengthen Party Cells into Loyal Cells, into Vanguard Ranks for the Implementation of the Party's Policies!" and indicated detailed orientation and ways for strengthening Party cells at the Fifth Conference of Cell Chairpersons of the WPK.

The Party cells are the primary units for creating bonds between the Party and the masses and the militant units and the first-line trench for directly carrying out the lines and policies of the Party by organizing and mobilizing the Party members and other working people, he said. This classical formulation constitutes the undying guidelines scientifically clarifying the importance of the position and role of the Party cells, he noted.

The Eighth Congress of the WPK and the first workshop for chief secretaries of city and county Party committees clearly set forth ideas and theories including the issue of establishing a revolutionary climate of correctly adopting and unconditionally carrying out Party decisions, the issue of intensifying criticism, ideological struggle and study within the Party and the issue of turning the work for strengthening Party cells into the one of Party committees, he noted, adding it made sure that the Party gets stronger in its revolutionary nature and appearance as a working, struggling and advancing party, and helped enhance its fighting efficiency in every way. The energetic ideo-theoretical activities of the respected General Secretary will shine forever along with the development of the Party cells, he noted.

He referred to the fact that the respected General Secretary has always paid close attention to strengthening the basic Party organizations and wisely led the work for boosting the militant functions and role of Party cells.

He said that the wise guidance of the General Secretary instilled as faith into the minds of the cell secretaries of the whole Party who they are, what they should do and where they should stand and how they should struggle when the Party and the state suffer hardships. The proud life and high honour of Party cell secretaries are unthinkable apart from the benevolence shown by the General Secretary who has placed the deepest trust in them, encouraged them and led them step by step, he said.

His great love and trust have helped many cell secretaries grow into vanguard fighters and paragons of the times in carrying out Party policies, he noted.

The Party cells have been consolidated as firm integral organizations that have achieved ideological and spiritual unity of their members, basic foundations of the Party which have taken roots deep among the masses, and permanent cornerstone for safeguarding the Party line and policy, he said. This is the great fruition of the outstanding idea and leadership of the General Secretary, he noted.

Reflecting the unanimous feelings of all the participants and other people across the country, Jo Yong Won paid the highest tribute to President Kim Il Sung and Chairman Kim Jong Il who developed the WPK into an invincible and powerful party with hundreds of thousands of militant Party cells, and extended the highest glory and warmest greetings to the respected Comrade Kim Jong Un, the benevolent teacher and father of the cell secretaries who is ushering in the greatest heyday of developing the Party cells with his extraordinary ideological and theoretical wisdom and energetic leadership.

The report referred to the successes and experience gained in the work of Party cells in the course of the struggle for thoroughly implementing the important tasks set forth at the Fifth Conference of Cell Chairpersons of the WPK for developing Party cells into the ones of loyalists and vanguard ranks for implementing Party policies.

Jo Yong Won cited facts of how the Party cell secretaries made a great advance in developing Party cells into the ranks who take the lead in devotedly defending Kim Jong Un and groups of steadfast loyalists by conducting effectively the ideological education for training Party members to be genuine Kimilsungists-Kimjongilists in various forms and methods.

He stressed that Party cells brilliantly implemented Party policies and fulfilled the main revolutionary tasks entrusted to their units by orienting the organization and guidance of Party life of Party members to performing their revolutionary tasks.

He said that Party cells effected a collective innovation in implementing Party policies through dynamic political work for drawing on the spiritual strength of the masses, and went deep among the people's life whenever they lived in difficult times before inspiring them with confidence and courage and leading them in order to make them throw in their lot with the Party Central Committee.

He referred to the successes achieved by Party cell secretaries in making a breakthrough by leading others in difficult and tough work by setting personal examples for the masses to follow.

He said that the experience of Party cell secretaries achieving good successes in their work clearly prove that they can overcome difficulties and bear good fruits in implementing Party policies when they train all the Party cell members as genuine loyalists who share the intention, breathe the same breath and keep pace with the General Secretary and develop Party cells into an ideologically pure body and a patriotic collective united in thinking and purpose, morality and sense of obligation.

The report also reviewed the past failure to push forward the work of increasing the militant might of Party cells in line with the Party's intention.

The report sternly criticized Party cells that failed to firmly adhere to the work of establishing the unified leadership system of the General Secretary as the key point of their work, to organize and guide the Party life of Party members under a meticulous plan with main emphasis put on hardening their Party spirit, to definitely turn the Party cell work into the one among the people and fulfil their duty as direct militant units implementing Party policies. It also pointed out the mistakes of Party cell secretaries who failed to properly conduct the work of acquiring the personality and qualities as befit political workers of primary organizations and embodying good methods of working among the masses and to step up the fight against anti- and non-socialist practices without maintaining Party and revolutionary principles.

It said that the causes of failure for the Party cell work to meet the Party's intention and the demands of the developing revolution lie in the failure of Party committees at all levels to provide substantial guidance over Party cells and low political awareness and practical ability of Party cell secretaries and that the consequences are very serious.

It noted that all the Party cell secretaries should seriously look back on their past work with conscience as Party members and become able primary political workers who put their heart and soul into strengthening Party cells, cherishing the deep trust placed by the General Secretary as the greatest honour and the whole of their life.

Saying that the absolute worship of all the Party members, people and service personnel for the General Secretary grows more ardent as time goes by and they are making uninterrupted leaps forward towards the high peak of socialism at present, Jo Yong Won noted the reality urgently demands everyone firmly arm themselves with the General Secretary's revolutionary ideas and outlook on the revolution, before setting forth tasks for strengthening Party cells.

He underscored the need for Party cell secretaries to bear in mind the importance of the historic duties they assume before the times and revolution, throw themselves into the sacred work for ensuring that the entire Party and the whole society breathe and move guided by the revolutionary idea of Kim Jong Un and establish the strong revolutionary discipline and order by which everyone moves as one under his unified leadership.

He called for putting the focus of the work of Party cells on implementing the decisions of the Eighth Party Congress and devotedly carrying out the first-year tasks of the new five-year plan for the present.

He stressed the need to energetically conduct political work for encouraging Party members and other working people to carry out the Party's decisions and in particular to raise the flames of collective innovations more fiercely under the uplifted communist slogan "One for all and all for one!"

He said Party cell secretaries should effectively organize organizational and ideological life of Party members to train them as genuine loyalists and true revolutionaries who firmly trust and follow the General Secretary only and wage a vigorous struggle to turn Party cells into loyal cells, together with the substantial work of glorifying their honour.

They should work hard for the good of the people by following the noble example of the General Secretary whose motto is “The people are God” and who pays devoted service for their wellbeing and strive to rally the people closely behind the General Secretary, he said.

He said that Party cells should be the first movers in actively sweeping away anti- and non-socialist practices and launch an intensive drive for establishing a strict moral discipline.　The report referred to the issue for Party cell secretaries to make their units patriotic collectives advancing in unity and communist collectives overflowing with beautiful and noble moral traits through intensified education in collectivism and morality, the issue for Party cell secretaries to acquire and polish high ideological and spiritual traits and quality as required by the revolutionary practices that have entered the new stage of development, the issue for Party organizations at all levels to support the work of Party cells and other issues for bringing about fundamental innovations in the work of Party cells.

Jo Yong Won said that strengthening Party cells is just the strengthening of the Party and that the role of the Party cell is exactly the leadership ability and fighting efficiency of the Party, adding all Party cell secretaries should not forget even a moment their important mission of being in charge of the basic organizations of the dignified WPK and they should be the frontline combatants and vanguard fighters who are devotedly implementing the new five-year plan set forth at the Eighth Congress of the WPK by upholding with loyalty the revolutionary ideas and leadership of the General Secretary.

The report was followed by speeches made by Pak Myong Gun, Party cell secretary of the repair workteam of the cement workshop of the Sangwon Cement Complex, Ji Tong Gyu, Party cell secretary of Pak Thae Son Hero Workteam of the Yonggwang Pit of the Kumgol Mine, Pak Kwang Hyok, Party cell secretary of thermal insulation workteam No. 1 of the thermal insulation workshop of the Pyongyang Thermal Power Station, Pak Kon Il, Party cell secretary of repair workteam No. 2 of steel workshop No. 2 of the Kim Chaek Iron and Steel Complex, Ju Yong Bom, Party cell secretary of the electrolysis repair workteam of the water electrolysis workshop of the Hungnam Fertilizer Complex, Pak Hyon Chol, secretary of branch Party committee and secretary of Party cell No. 1 of crop-raising workteam No. 10 of the Kangson Cooperative Farm in Chollima District, Kim Chun Song, secretary of road supervision Party cell No. 1 of the road repair and management corps under the Kaechon City Department of Land and Environment Conservation, Kim Song Nam, Party cell secretary of the Kim Jin Youth Shock Brigade of the Songnam Youth Coal Mine, Pak Yong Chol, Party cell secretary of the fishing vessel Tanphung 18-03 under the January 8 Fishery Station, Ri Ho Jun, secretary of Party cell No. 1 of the North Hamgyong Provincial Public Prosecutors Office, Pak Song Chol, Party cell secretary of workteam No. 13 under the Kosan Combined Fruit Farm, Song Jin Gyok, Party cell secretary of the candy workteam of the Kaesong City Children's Foodstuff Factory, and Kim Jong Sik, Party cell secretary of the assembly workshop of the Songchongang Electrical Appliances Factory.

The speeches analyzed and reviewed in depth the successes and experience gained in their past efforts to prepare all the Party members in the cells to be genuine Kimilsungists-Kimjongilists and strengthen party cells into integral organizations firmly united and consolidated in one thought and one purpose and powerful combat units thoroughly implementing the line and policies of the Party in the van.　The participants were deeply moved by the experience of the Party cell of the repair workteam of the cement workshop of the Sangwon Cement Complex and the Party cell of Pak Thae Son Hero Workteam of the Yonggwang Pit of the Kumgol Mine that achieved shining successes in fulfilling the national economic plans by actively educating Party members and other working people in leadership exploits of the Party and making the noble traits of sincerely helping each other pervade the collectives.

Mentioned in the speeches were experiences gained by different Party cells including the one of thermal insulation workteam No. 1 of the thermal insulation workshop of the Pyongyang Thermal Power Station, the one of repair workteam No. 2 of steel workshop No. 2 under the Kim Chaek Iron and Steel Complex and the one of the electrolytic repair workteam of the water electrolysis workshop under the Hungnam Fertilizer Complex. They made sure that collective innovation and popular heroism were fully displayed in implementing Party policies and carrying out the revolutionary tasks by orienting the work of Party cells to preparing Party members and other working people to be intelligent workers true to the Party's idea of attaching importance to science and technology.　Also introduced was the experience gained in ideological work by the Party cell of the Kim Jin Youth Shock Brigade of the Songnam Youth Coal Mine and the Party cell of the fishing vessel Tanphung 18-03 under the January 8 Fishery Station. The former overfulfilled their yearly tunnelling plans by more than 100 percent over the past five years and was honoured with the title of loyal Party cell, while leading young miners with loving care to train them into pillars who will shoulder the future of the coal mine, and the latter ensured big fish hauls in the van of creating the history of "gold seas" with the Party's trust and expectation as motive power and driving force.

Listening to the speeches, the participants were convinced that the fighting efficiency of Party cells depends on the ability and role of their secretaries and that there is no insoluble problem when they believe in Party members and working people and rely on their strength as intended by the Party Central Committee.

The speeches criticized and reviewed the failures of some Party cells to organize and lead the Party life of Party members in a meticulous way.

The speakers expressed their determination to bring about a revolutionary turn in the work of Party cells as required by the developing situation by keeping in mind their mission and duty as primary political workers of the glorious Workers' Party of Korea and thus make a positive contribution to the implementation of the new five-year plan set forth at the Eighth Party Congress.
