Kim Yong Chol, Department Director of the Central Committee of the Workers' Party of Korea, gave a statement to media on the 11th.
The statement reads:
The south Korean authorities began to make a frenzy of staging war exercises again regarding our state as the enemy on August 10, ignoring the opportunity of reversal which had been made with difficulty amid the unanimous expectation of the whole fellow countrymen and the public at home and abroad desirous of peace and stability of the Korean peninsula.
Kim Yo Jong, Deputy Department Director of the Central Committee of the WPK, upon the authorization of the Party Central Committee, made public a press statement on August 1. In the press statement she reminded them that the war exercises to be staged by south Korea together with the United States will be an unpleasant prelude of making the future of the inter-Korean relations more gloomy and gave a very meaningful warning that the choice between hope and despair will be made entirely by the south Korean authorities.
The clear-cut opportunity of choice had been given to the south Korean authorities.
This notwithstanding, however, the south Korean authorities have evidently revealed that the peace and confidence are no more than a wordplay, though they have always talked about them whenever opportunities permitted.
In disregard of our advice, they have chosen not unity with the fellow countrymen but alliance with outsiders, not detente but aggravation of tension, and not improvement of the relations but confrontation.
Now that the south Korean authorities let the whole world know their clear choice in disregard of the opportunity, we have to make a clearer decision corresponding to it.
As we have already clarified, we will make them feel every moment what a dangerous choice they have made and what a terrible crisis of security they are approaching because of their wrong choice.
We must let them clearly know the price for having thrown away by themselves the opportunity of improving the inter-Korean relations and answered our goodwill with their hostile acts.
As south Korea and the United States have invariably chosen confrontation with our state, it is clear that we cannot make another choice, either.
We will go on doing what we should do.
