Exigiendo no escatimar nada por el pueblo y enaltecerle al igual que al Dirigente, el definio la politica de dar prioridad a las masas populares como asunto fundamental, que decide la existencia o el colapso del partido y el triunfo o el fracaso del Estado, y vino implementandola de modo invariable.
Al presentar las consignas "!Todo para el pueblo y todo apoyandose en las masas populares!" y "!Todo el Partido, a servirle al gran pueblo con total entrega!", hizo que la primacia de las masas populares se hiciera el terreno politico del Estado y el estilo partidista y nacional.
Nuevas avenidas, aldeas pintorescas, bases de industria ligera y establecimientos de vida cultural, levantados en Pyongyang y las localidades del pais en la ultima decada de la nueva centuria del Juche, son el resultado del ferviente amor del Secretario General por el pueblo.
