Pyongyang, February 8 (KCNA) -- Deputy Kim Tok Hun, premier of the DPRK Cabinet, made a report on the work of the Cabinet at the 6th session of the 14th Supreme People's Assembly (SPA).
The reporter noted that last year the Cabinet organized and undertook the struggle for carrying out the Party's economic policy with an emphasis on adjusting and reinforcing the already existing production foundation and putting the production on a regular basis in all sectors of the national economy while regarding the metal and chemical industries as key links, true to the Party's economic strategy.
He continued:
Last year the economic construction field faced more difficult and complicated problems than expected due to the hostile forces' persistent sanctions and worldwide health crisis, but waged persevering struggle for putting the country's economy on a new orbit of development. As a result, nationwide total yearly industrial output plan was fulfilled at 148 percent and lots of ministries, national institutions, city and county people's committees and factories and enterprises over-fulfilled their yearly national economic plans.
The agricultural sector waged a high-yielding campaign despite persistent disastrous climatic conditions and short supply of farming materials, thus brining good results. The amount of dairy produce also increased, enabling to start the supply of diary goods to children.
In the construction field, the construction of 10 000 flats in Songsin and Songhwa area, the third-stage project for sprucing up Samjiyon City, the construction of dwellings for 5 000 families in Komdok area and the Pothong riverside terraced residential district and other huge construction projects successfully progressed, strikingly displaying the potential power of our style socialism making dynamic development.
Major economic sectors including the metal and chemical industries, too, made not a few achievements in the struggle for carrying out the national economic plan last year.
Focus put on strengthening the state's unified guidance and control over the economic work and improving the economic management method last year resulted in progress in the economic development and the stabilization of people's livelihood.
Lots of achievements were also made in the emergency epidemic prevention work to check the inroads and spread of the vicious virus sweeping the world and in the endeavor to sweep away anti-socialist and non-socialist practices.
The achievements made last year renewed the conviction that the fighting goals for the new five-year plan can be certainly attained as long as there is the wise leadership of the Party and the strength of the people who rose up as a mountain to surely guarantee the prestige of the Party Congress, the reporter said, and continued:
We are now faced with heavy yet responsible task to lay a sure guarantee for implementing the five-year plan and make evident changes in developing the economy and improving the standard of people's living.
This year the Cabinet will meticulously carry on the economic organization and command for the overall economic development of the country, with stress put on adhering to the principle of giving precedence to the metal and chemical industries and consolidating the foundations for the implementation of the five-year plan by stepping up the Party's adjustment and reinforcement strategy.
The metal industrial sector will take careful economic and technical measures to keep the production at major iron works, steel works and iron ore mines going at a high rate so as to produce iron trioxide, pig iron and rolled steel as planned, and dynamically push forward the production capacity expansion and modernization projects.
The chemical industrial sector will produce all sorts of chemical products like nitrogenous fertilizer, phosphatic fertilizer and caustic soda as planned while focusing on the establishment of the C-1 chemical industry.
The power industrial sector will flexibly adjust the production in the direction of mainly relying on hydro-power while promoting thermo-power generation in parallel, reduce the transmission loss of electricity and raise the operational level of the state integrated electricity management system so as to ensure the satisfactory power supply to different sectors of the national economy.
In the coal industrial sector, coal mines should be made to give definite precedence to prospecting and tunneling, actively introduce advanced mining methods and keep pushing forward the development of new mining fields. The sector will thus keep up the coal production capacity with the demand of the national economy.
The machine industrial sector will actively propel the modernization and the revival of the original performance of processing equipment and take measures to raise the quality of products while producing lorries, tractors and hydro-power equipment and other machines as planned.
The natural resources development sector will put on inventory more deposits of minerals, building stones and other valuable minerals and explore for natural gas and hot spa. The mining industrial sector will expand the production capacity of mines, refining works and factories and actively introduce advanced mining, ore-dressing and refining methods to increase the production of non-ferrous metal and non-metal minerals.
The transport sector will increase the freight, lorry and cargo ship transport, and the material and technological foundation of the forestry sector will be consolidated to fulfill the log production plan and the afforestation plan.
The building material sector will build up the construction units and equip them with efficient construction machines to powerfully propel the construction projects. It will also put the cement production on a regular basis while actively pushing forward the creation of cement production capacity for major construction projects and rural construction.
The IT industrial sector will concentrate efforts on developing the telecommunications of the country and ensuring the home production of various electronic goods and equipment and putting the government affairs on an IT basis.
The land management and city management sectors will push forward the general mobilization for land management and qualitatively repair dwellings, public buildings, roads and bridges to provide the people with convenient and cultured living conditions and environment.
The external economic sector will keep pushing forward the work to recover the unitary trade system of the state.
The agricultural sector will produce much more grains to normalize the food rationing for the people.
It will increase the production of meat, egg and dairy goods and put efforts into the production of fruits, vegetables, mushrooms and oil-bearing crops so as to greatly contribute to the people's diet.
Provinces, cities and counties will work out the realistic long-term, phased and yearly plans for turning all rural villages of the country into modern socialist villages as high affluent and cultural as the rural villages in Samjiyon City and dynamically carry them out.
The light industrial sector will turn out varieties of consumer goods as planned and the fisheries sector will do active scientific fishing to increase fish haul and seafood production.
The commercial sector will rapidly revive the state's unified commercial control system to preserve the original nature of socialist commerce.
The Cabinet will pave a broad avenue to development and prosperity by dint of self-reliance with the help of sci-tech development and further improve the work of the cultural sector including education and public health.
The emergency epidemic prevention work will be made the top priority of the state affairs and the epidemic prevention walls will be further intensified. Also the anti-epidemic foundation will be put on a scientific basis to guarantee the security of the country and the people and ensure the successful socialist construction.
The Cabinet will definitely ensure the unified operation and command over the overall economic development of the country and guarantee the careful economic organization and unyielding practices and thus fully discharge its responsibility and duty in the struggle for making this significant year a year of victory worthy special record in the history of the country. -0-
