Cut-throat Competition Between China and U.S. Over New Science and Technology

The U.S. is now tightening its control on export of high-tech products to China.

In August 2021, the U.S. president Biden signed the bill on investing more than US$ 52 billion in development and production of semiconductor. Accordingly, the U.S. government provided a large sum of subsidiaries to semiconductor manufacturers while prohibiting “subsidized” enterprises from manufacturing high-precision semiconductor chips in China.

The U.S. Department of Commerce has recently been more aggressive in enforcing series of restrictions on its semiconductor manufacturers. One of them is to prohibit them from transferring equipment to Chinese factories producing advanced chips and impose the ban on export of advanced semiconductor chips manufactured by American equipment to China.

Along with this, it included 31 Chinese enterprises and research institutions in so-called “unverified list” under the pretext that the application of their products is not transparent.

In response to such measures taken by the U.S., the spokesperson for the Chinese foreign ministry said China remains dead set against the U.S. in its intentional bid to put pressure on Chinese enterprises while broadening the concept of national security at will and abusing export controls in pursuit of hegemony in the fields of science and technology. She added that the U.S. cannot check the advance of China by the way of making the sci-tech and economic and trade issue as a political tool and a weapon and that it would rather bring harm to itself.

Chinese media also laughed with scorn at the U.S. They said U.S. has already lost its reason with its obsession to contain China, commenting that the U.S. quest for hegemony in science and technology which only undermines the stability of global chain of industry can create some obstacles to Chinese semiconductor industry in the short run but it would rather help Chinese sectors of science and technology augment their will and capacity for self-reliance and self-development and endanger the leading position of the U.S. in the field of technology.

Experts comment that the U.S. successive export ban on China is a part of “Cold War” between China and the U.S. as the latter attempts to block the China’s access to high-technology as much as possible and get an upper hand in the rivalry in cutting-edge technology.
