In our country ordinary working people freely learn under the study-while-you-work system to be intelligent workers.
The Law on Tele-education adopted at the 3rd Session of the 14th Supreme People’s Assembly of the DPRK consists of six chapters and 51 provisions.
Its mission is to establish the integral tele-education system and order which ensures that all the members of society receive higher education while working and contribute to making all the people well versed in science and technology and developing our country into a talented nation.
The Law on Tele-education stipulates that the state should further develop the tele-education in conformity with the trend of developing education at present and the pedagogical demand and establish the integral system for realizing tele-education in the education organs and all the fields, regions and units of the country on the principle of fully providing the education according to the relevant fields and occupations and the law is applied to the tele-education being enforced in universities.
The tele-education is carried out in universities and colleges of important fields through the departments of tele-education.
Every citizen who desires to receive tele-education can be a student and organs, enterprises and units should recommend those wishing to receive the tele-education to relevant universities according to their plans for training talents.
Those students can study in any places by use of computers and mobile means of communication, which are connected to the state network.
The law clarifies in detail the issue of ensuring necessary conditions including study materials, time and places.
According to the law, organs, enterprises and units should regularly review the studies of their employees and take measures.
People’s committees at all levels, relevant organs, enterprises and units should provide those students with necessary conditions and study places must have needed facilities such as computers connected to the state network.
The law also stipulates that relevant organs, enterprises and units should fully provide those students with conditions for experiments and practical training including places, facilities and materials.
