Making all the people well-versed in science and technology is an original strategy for training talents put forward by the Workers' Party of Korea. In the course of implementing this strategy, all members of the society are prepared as intelligent workers with the intellectual level of a university graduate and as the developers of science and technology.

Strengthening the primary and secondary education is a shortcut to making all the people well-versed in science and technology. 

One day in June Juche 101(2012) the respected Comrade Kim Jong Un met officials and elucidated in detail the principled issues for strengthening the general secondary education.

Afterwards, too, he stressed on several occasions that as a tree with strong root has sound fruits, excellent talents can be trained when the general secondary education is strengthened. During his field guidance tour, he looked round schools first and paid attention even to the school bags and uniforms, notebooks and other school things like a parent of all children across the country.

And he took measures to enforce the universal 12-year free compulsory education which is a year more than the previous one.

It is one of the important ways for making all the people well-versed in science and technology to raise the educational level of part-time colleges.

In the Democratic People's Republic of Korea the part-time college education is given on a high level in combination with online education.

One day in June Juche 102(2013) Kim Jong Un visited the remodelled Pyongyang Condiments Factory. He was very pleased to learn that its employees were studying in the online education network of Kim Chaek University of Technology.

Whenever he visited work places afterwards, he called at the sci-tech learning spaces to acquaint himself with their operation in detail and said everybody should study hard in the study-while-you-work system.

Especially, he proposed building the Sci-Tech Complex and visited its construction site several times to turn it into a great temple of learning for all the people and a powerful base for making them well-versed in science and technology.

Saying there is nothing to spare for the educators, he saw that the teachers are respected and given preferential treatment throughout the society and took kind measures for them.

He had a grand conference held for educators and posed for a photograph with them and took steps to build wonderful apartment houses for them.

It is the aim and firm resolve of Kim Jong Un to make all the people well-versed in science and technology and thus turn the DPRK into a country prospering on the basis of science and technology, a country with a lot of talents in the near future.
