In the past, Japanese imperialists cooked up many fascist laws in order to plunder human and material resources from Korea.

Among them, there is the “Law on National Mobilization”.

The Japanese imperialists concocted the fascist and predatory law on April 1 1938 in a bid to forcibly mobilize all human and material resources needed for the Sino-Japanese war.

It was a wartime law for reorganizing all economic activities as required by the wartime and dealing with labour and material shortages by invoking the power of ruling organs.

It demanded that all material and human resources, including weapons, warships, means of transport, materials and equipment, be mobilized in fighting the long-drawn-out war of aggression.

It also allowed the Japanese reactionary government to use money in expanding the munitions industry with the right to control monetary and financial affairs.

Afterward, the law allowed the Japanese reactionary government to promulgate any law at will in disregard of the legislative power of the Diet, thus enabling it to complete a fascist system in the country. And the law also allowed it to have the right to intervention in overall economic affairs, which served as a factor behind the promotion of the development of state monopoly capitalism.

The law was enforced more severely and viciously in Korea.

The Japanese imperialists enforced the law in Korea by setting a preparatory stage from May 1938 and applied it in real earnest in 1940, while expanding the scope of its application more rapidly.

After launching the Sino-Japanese war, they forcibly mobilized the Koreans by dint of the law in order to fill up human resources needed for the war.

They brought pain and death to the Koreans by taking away many of them as cannon fodder for the aggressive war, took them to the sites of forced labour and used them as sexual slaves by invoking the criminal law. The Japanese worked the Koreans too hard by increasing their labour intensity and prolonging working hours unlimitedly.

They cooked up and promulgated different draconian laws including the “special ordinance on volunteers of the army” and “national personal service drafting law” on the basis of the law to plunder many labour resources in Korea and used coercive methods based on violence.

The number of the Koreans forcibly drafted by the Japanese imperialists on various pretexts reached as many as over 8.4 million.

They employed every possible means and method to plunder human and material resources.

They shipped away precious natural resources from Korea by fabricating the “law on Korean banks”, “plan for encouraging sheep raising” and other ordinances.

The socio-economic development of Korea suffered huge damage due to the brutal plunder of human and material resources by the Japanese.

They have legal and moral obligation to make sincere soul-searching, apology and reparations for all the crimes they committed in Korea.

This notwithstanding, the Japanese authorities and right-wing politicians evade responsibility for the settlement of the past and are going wild for reinvasion these days to pile up crimes.

Every sin brings its punishment with it and virtue brings its rewards.

The Korean people’s anti-Japanese will to take centuries-old revenge upon them at any cost gets stronger as Japan plays nasty tricks to cover up historical facts.
