In early June, Juche 59 (1970), President Kim Il Sung was on a field guidance tour of North Hamgyong Province.
One midnight, he told his aide to put his car on standby.
After a while, his car headed for a residential district in a coastal city of the province.
When the car arrived at the district, Kim Il Sung pulled down the window and told the driver to slow down. Night air flowed into the car through the window.
The aide hardly knowing the intention of the President, the latter told the driver to stop and alighted from the car.
He examined how the wind blew, inquiring into the direction in which the smoke and smell from the industrial district were carried by the wind.
After repeating this several times for a good while, he came back to his lodgings.
The following day he summoned officials to inform them of his decision on the master plan for the construction of Chongjin and asked them how the wind blew in the city in general.
As they could not give any answer, he, drawing a line from the sea to the residential area with a pointer, asked them if the wind blew in that direction in general.
Looking towards the faraway industrial district, he said to the perplexed officials that all the smoke from the area was carried to the residential area by the wind and told them to change the orientation of the construction of the city for the health of its citizens.
