The second strategic dialogue between Choe Son Hui, Minister of Foreign Affairs of the Democratic People's Republic of Korea, and Sergei Lavrov, Minister of Foreign Affairs of the Russian Federation, took place in Wonsan on July 12 when the bilateral relations are developing into those of comprehensive and future-oriented invincible alliance under the strategic guidance of the heads of state of the two countries.

The strategic dialogue between the foreign ministers of the two countries profoundly discussed the immediate practical issues for accelerating the dramatic progress in the DPRK-Russia relations according to the plan and intention of the heads of state and reconfirmed the steadfast will to continuously develop the DPRK-Russia relations with a long historic root and tradition into eternal strategic relations by faithfully implementing the spirit and all articles of the treaty on comprehensive strategic partnership between the two countries.

Both sides expressed again the stand to further intensify the strategic understanding and cooperation for defending national sovereignty, territorial integrity and international justice while strengthening mutual collaboration on the international arenas.

The side of the Russian Federation expressed firm support to the just efforts of the Korean side to resolutely oppose any attempt for denying the present position of the DPRK and defend the security and sovereign rights of the state, concerning the situation of the Korean peninsula.

The side of the DPRK expressed full sympathy and support to all measures of the Russian government for removing the root cause of the conflict with Ukraine and safeguarding sovereignty, security interests and territorial integrity of the state.

In the exchange of views on major international issues, it was confirmed that both sides make the same appraisal of the present complicated international situation and an agreement was reached on tuning the common stand while keeping more alert to the hegemony-oriented aggressive moves of the hostile forces evermore undisguised worldwide and strengthening strategic communication.

The foreign ministers of the DPRK and Russia agreed on continuing exchange of views between the foreign policy-making institutions of the two countries at different levels, including the ministerial-level strategic dialogue.

After the dialogue, the 2026--2027 plan for exchange between the foreign ministries of the DPRK and the Russian Federation was adopted.

The second strategic dialogue between the foreign ministers of the DPRK and Russia serves as a significant occasion in expanding and developing the bilateral relations in an all-round way in conformity with the new treaty between the two states and strengthening the strategic and tactical cooperation, support and solidarity between the two countries.
