Pyongyang, August 12 (KCNA) -- Recorded in the history of the Korean people's anti-Japanese revolutionary struggle is the Xiaohaerbaling conference which served as an important occasion in achieving the historic cause of national liberation.

The Xiaohaerbaling conference is a historic meeting that decided to change the strategic line at a new turning point of the revolution, like the Mingyuegou conference in December 1931 and the Nanhutou conference in February 1936 that set forth important strategic lines for the armed struggle against the Japanese.

The Korean revolution was faced with a grave situation, entering the 1940s.

At that time, President Kim Il Sung set forth a strategic policy on avoiding the losses caused by reckless battles, preserving and strengthening the revolutionary forces with initiative actions and making full preparations for the great event of national liberation.

The conference of military and political cadres of the Korean People's Revolutionary Army was held in Xiaohaerbaling, Dunhua County on August 10 and 11, 1940.

Before and after the conference, the President, who looked forward to the ruin of the Japanese imperialists, adhered to the stand that the decisive battle for national liberation and the building of a new country - these two tasks - could not be carried out by any foreigners and that the Korean People's Revolutionary Army and the Korean people had to carry them out themselves.

In order to ensure the success of the strategic tasks, he put forward a new fighting policy on switching over from large-unit operations to small-unit actions.

Recollecting the conference, the President said that if we had continued with large-unit operations in pursuit of only immediate successes, unable to see the trend of developments at the opportune moments, it would have been impossible to preserve our force and we would have been wiped out, to be remembered by history as mere martyrs.

The strategic decision made by the President at the Xiaohaerbaling conference made it possible for the KPRA to grow stronger and turn out in the general offensive for national liberation in a few years. -0-
