Pyongyang, November 21 (KCNA) -- The respected Comrade Kim Jong Un made a speech at the inauguration ceremony of the Hoeyang Army-People Power Station.
The full text of his speech is as follows:
Citizens of Hoeyang County and other people of Kangwon Province, who have come here with the most honourable and dignified memory of the quite arduous days,
Officials of the provincial Party committee and other Party organizations and government organs of the province,
Comrades,
In the period when the whole country is filled with enthusiasm to substantially wind up the year 2025 that must be recorded in history without fail as a year of victory, it is very auspicious that the Hoeyang Army-People Power Station, another creation by the people of Kangwon Province, is to be inaugurated.
This is a precious success the province has achieved after taking a huge step in exploiting and enlisting the hydraulic resources as suited to its characteristics to solve its electricity problem, and at the same time meaningful fruition that demonstrates the self-reliant willpower and inexhaustible strength of its people who advance unyieldingly towards ambitious goals.
Today, seeing a transformation in the new era, which has been effected in another part of the country, and feeling personally the patriotic and loyal mind of the people of Kangwon Province, I cannot suppress the surging emotion.
Imprinted under the soaring dam and those mountains and their ridges are the traces of persevering efforts, and shining under them like gems are the pure patriotic minds. To think of it, I cannot look at them casually.
It is an appraisal the Party makes for the course of struggle of the people of Kangwon Province, who, after building the Anbyon Youth Power Station No. 2, Wonsan Youth Power Station and Wonsan Army-People Power Station, turned out to build another six power stations and, bravely overcoming manifold difficulties, have successively built them in Ichon, Munchon, Sepho, Phyonggang and Kosong and now in Hoeyang.
They are patriots, who have written our era in a chapter of history by building power stations. Those power stations, which have sprung up in different parts of the province that truthfully tells the history of the struggle of the army and the people to defend the country together, are fortresses of faith in socialism built by the concerted efforts of the soldiers and civilians to make firmer and more beautiful this precious land defended at the cost of blood.
Among the many projects aimed at achieving the prosperity and development of the country, building a power station for harnessing and transforming nature, to be frank, is a patriotic, long-term undertaking for posterity.
Looking back on the history of building our state from one century into the next, the projects to create material wealth by harnessing nature have been severest and most gigantic; and their spectacular results are still handed down as a symbol of the patriotic spirit and fighting power of those days and as a byword of miraculous feats.
What is really remarkable is that Kangwon Province, which has a smaller population and weaker industrial foundations than other provinces, has built by its own efforts these power stations that demanded a glorious and sacred but so arduous and difficult struggle.
In this province there would probably be no one who has not experienced the rage of nature in the construction sites of the power stations and no family that is not related with those days, I think.
The power stations tell the love of the local people for the country and native land and the history of the strenuous efforts they have written with their blood and sweat. They are patriotic monuments to the ennobling devotion made by the people in our era for the future, not merely for supplying power for civilization and prosperity.
For the future, for the coming generations–this is the inscription to be carved in the power stations in Kangwon Province by the times and history.
The honour to engrave the letters–gift to be presented to the Party Congress–on their creations is the right granted only to the true patriots who made a courageous start with patriotism and have reached a brilliant fruition through their vigorous struggle.
This is something that is above price and that can never be bartered for anything else.
I highly appreciate the pioneering spirit of the people of Kangwon Province, who courageously buckle down to the grand nature-harnessing projects no one dares to do so easily, but what I want to speak more highly of is their persevering character and disposition with which they follow stoutly and without hesitation a road, however thorny, and reach its end without fail.
Availing myself of this significant opportunity, I, on behalf of the Party Central Committee, extend warm thanks to the people of Kangwon Province and the service personnel of the Korean People’s Army for presenting to the Ninth Congress of our Party a valuable asset, which will bring benefits to the coming generations as well, by building solid power production bases, self-reliant and self-supporting, through a resolute and uninterrupted struggle with ennobling consciousness and steadfast will to defend the country, their motherland.

When the comprehensive development of our socialist state is being accelerated and the regional development policy is being powerfully promoted throughout the country, Kangwon Province is steadily building up its potential power for achieving prosperity by self-reliance. This is a great encouragement for us in the struggle towards the next-stage advance and upswing.
Increased and strengthened rapidly along with the construction of the power stations is the province’s force in terms of ideology, spirit, materials and technology. This provides the province with practical possibilities for conceiving higher development goals and pushing ahead with the projects in a bold way. In addition, it will play an important role in constantly expanding the sphere of development of the region.

To regard experiencing troubles in our generation as good fortune and to lay bases of ever-lasting development and prosperity through strenuous and devoted efforts of our own–this is the worth of our struggle and our delight of making a revolution.
You have shown this not in words, written or spoken, but through a practical struggle.
Let us add more vigour to our sacred patriotic advance and usher in a golden age of transformation.
The spirit of creating a history of transformation by braving challenges and the disposition and mettle of doing without fail what is determined to do–this will inspire Kangwon Province more powerfully to lead the gigantic regional transformation.
I once again extend my warm greetings of encouragement to the conquerors of nature, artists of miracles in our era.
And I wish Kangwon Province a new appearance, which will be transformed and prosper as the days go by, and its people a happier life.
