The DPRK provides all conditions and environment necessary to respect the personality of the persons with disabilities and help them exercise the same socio-political rights as able-bodied people and take an active part in state and social activities.
Since its founding on September 9, 1948, it has taken various legal and institutional measures to preferentially treat and protect the disabled.
In 1951, when the Fatherland Liberation War (June 25, 1950-July 27, 1953) was at its height, a prosthetic appliances factory was built for the maimed persons and the production has so far continued without interruption since then.
In September 1959 schools for the blind and dumb were set up in all provinces across the country to offer free education to children with disabilities.
In 1998, the Central Committee of the Korea Federation for the Protection of the Disabled was formed to take charge of the protection of the disabled.
Persons with disabilities receive rehabilitation treatment at state expense at sanatoriums built in different parts of the country.
The Munsu Rehabilitation Centre built in Pyongyang in 2013 treats persons with disabilities by using different therapies.
Efforts are being made to detect, diagnose and register diseases as early as possible in order to prevent loss of ability to work due to them.
In the country, disabled persons enjoy the same rights to work as the able-bodied people.
They learn to their heart’s content at the vocational training schools for disabled persons and engage in different jobs according to their aptitudes and wishes.
Two years ago, the Law of the DPRK on the Provision of the Rights of Persons with Disabilities was adopted to promote a social climate throughout the country of providing the persons with disabilities with better working and living conditions and helping them.
Exchanges and cooperation with other countries and international organizations are brisk in the field of the protection of the disabled.
The Pyongyang exchange group of disabled persons went on performance tour in Britain and France several times, demonstrating what a happy life the disabled are leading in the DPRK.
The DPRK players bagged two gold medals and one silver medal at the ITTF Asian Para Championships 2025 held in China in October, and other players of the Korea Sports Association of Persons with Disabilities proved themselves at international games.
A variety of events are held every year in the country to mark the International Day of Persons with Disabilities (December 3).
