Pyongyang, January 30 (KCNA) -- The respected Comrade Kim Jong Un made a speech at the ceremony marking the start of the regional development policy-oriented construction in Unnyul County.

The full text of his speech is as follows:

Comrades,

Today, we are launching the work for 2026, a worthwhile undertaking for implementing the regional development policy.

Reliable soldiers who have already performed great patriotic feats over the last two years in the vanguard of the era of gigantic transformation,

Officers and soldiers of the 124th Regiment under the 4th Corps,

I extend my heartfelt thanks and militant encouragement to all the soldier-builders who, mindful of the sacred mission of the times and with burning passion, are opening up a new chapter of regional economic development and cultural efflorescence by bringing delight in a new life to various parts of the country.

I also extend greetings to the members of the non-permanent promotion committees at all levels, officials of the design and other relevant sectors and the working people, who have been making responsible and devoted efforts to ensure that this worthwhile undertaking bear good fruition year after year.

Comrades,

We are now standing on the starting line of our gigantic struggle for another year, aimed at transforming the regions.

Holding at the beginning of a year groundbreaking ceremonies for the construction projects for the regional development policy has now become, for our Party and state and for provinces, cities and counties across the country, the first process of their work, which cannot be violated and which is of great importance.

Today’s groundbreaking ceremony, which signals the beginning of regional construction in the new year, again reminds us of the real meaning of this honourable struggle of ours.

This is the third year for implementing the regional development policy, and public health facilities and leisure complexes, together with regional-industry factories, will be built in 20 regions of the country including this Unnyul County. This means that nearly one-third of the cities and counties across the country will have been transformed.

This fact is testimony to our firm will to transform and improve the people’s living fundamentally and simultaneously throughout the country, and at the same time it clearly shows the surging spirit in implementing the expanding regional development policy and the development potential of our state gaining in strength year after year.

This means the successful fruition of the Party’s policy and its correct implementation.

While conducting this undertaking which we started with a determination to raise to a higher stage the basic material and cultural standards of living of the regional people, we have produced, through an unyielding pioneering struggle, one wonderful result after another that is demanded by the times and welcomed by everyone, and thus gained experience and framework sufficient enough to promote regional development steadily on an expanded scale.

The two-year course of implementing our Party’s regional development policy has already changed many things in the country.

It has transformed the backward regional economic foundations of the previous century into the completely new ones, and brought about many changes in the people’s living.

As it has developed as highly as the central industry, the regional industry is gaining competitive edge with each passing day, and this is effecting changes in the understanding of the provincial areas.

The standard of living, the level of civilization, in the regions is becoming an important hallmark of the development of our style of socialism.

I am sure that our Party, whose political ideal is the people-first principle, will continue in the future to tap all potentialities for regional development and carry out the annual plans for it in a forceful and thoroughgoing way by adopting innovative and scientific methods.

Present at this groundbreaking ceremony are senior military and political cadres of the large combined units and combined units, as well as the commanding officers and soldier-builders who attended the review meeting of the 124th regiments at different levels, together with the officers and soldiers of the regiment currently mobilized in the construction projects for the implementation of the regional development policy in Unnyul County.

Availing myself of this opportunity, I would like to give another high appreciation and thanks to you for creating valuable wealth one after another, which will serve as solid foundations for the development of the regions and the improvement of the regional people’s material and cultural life.

You are now in the vanguard of the efforts for carrying out our Party’s revolutionary policy, which nobody could do in the past; you are defending the Party’s policy by implementing it in a responsible and perfect way.

The officers and soldiers of the 124th regiments at different levels of the Korean People’s Army have been faithful to their missions over the past two years in the struggle to implement the Party’s regional development policy, fully displaying the temperament and fighting efficiency unique to our army which regards absolute loyalty and resolute implementation as its lifeline.

I really appreciate the painstaking efforts you have made with conscience and devotion for the cause of our Party and for the good of our state and people. And I am convinced that the endeavour to implement the regional development policy will come to more inspiring fruition thanks to your indomitable fighting spirit and unusual exertions.

Comrade commanding officers,

The potentials for perfectly carrying out on the highest level possible the construction projects for this year, which will be much more gigantic and challenging than the previous ones, lie entirely in the surging spirit and a high level of creativity of the soldier masses.

As I have stressed on several occasions, our soldiers are not merely a construction workforce; they are the vanguard in carrying out the historic cause unprecedented since the founding of our country and the creators of the people’s wellbeing.

Our Party has put forward the People’s Army in the vanguard of implementing its regional development policy with the main goal to train the soldiers to be genuine revolutionaries who are prepared politically and ideologically and have practical abilities high enough to perform any tasks unhesitatingly; I stress this once again.

Commanding officers of the 124th regiments and other units and subunits in charge of regional construction projects should keep deep in mind the Party’s intention, and make special efforts for the spiritual development of the soldier-builders so as to develop all of them into staunch adherents, defenders and implementers of the Party’s revolutionary ideology and into patriots who render an active contribution to the comprehensive development of our state.

All soldier-builders who are to get down to the third-year-term undertakings for the implementation of the regional development policy in the new era,

You are entrusted with a sacred, worthwhile and important mission of building the structures conducive to achieving the prosperity of the country and the happiness of the people.

You should steadily continue to write the history of fundamental transformation of the regions true to your duty as the vanguard of the Party, the defender of the revolution and the sons and daughters of the people.

You should march forward more bravely and vigorously, fully displaying the temperament and mettle of the Korean People’s Army in the creative struggle for the prosperity of the state and for the good of our beloved people.

Officials, working people and other residents in Unnyul County,

Modern factories and public health and welfare service facilities will be undoubtedly built just in this place at the end of this year, and then Unnyul will take on a new appearance.

I will make sure with all sincerity that transformation is brought about here in Unnyul.

I wish all the residents and officials in the county good health and excellent successes in their struggle for cultivating the county’s rosy future.
