Pyongyang, February 19 (KCNA) -- The respected Comrade Kim Jong Un made a speech at the groundbreaking ceremony of the fifth-stage construction project in the Hwasong area on Wednesday.

The full text of his speech is as follows:

Comrades,

We will now launch into a construction project for the new year according to the long-term plan for transforming our capital city of Pyongyang more wonderfully.

This is just our struggle.

Inauguration yesterday and another groundbreaking today--we have been so busy, and now in the lead-up to a congress of the Workers' Party of Korea that will review its work over the past five years, we have to make a start once again without a moment of rest for a struggle for fresh creation and transformation. This is the mettle of our struggle, our aspiration, as well as a demand of the Korean revolution.

All the capital city builders who will participate again in the honorable project,

And the young vanguard who have come to the capital city construction site with soaring enthusiasm,

Comrades,

Let us make another start.

This Hwasong area really reflects our high ambition; it is symbolic of the civilization of our era, which gives a glimpse into the level of transformation we are going to achieve.

Construction in this area was planned and has been promoted with the aim of solving the housing problem of the people, but as you see, it has led to transformation, namely formation of an urban district. This can be called a great revolution in capital city construction and clear proof of our ideals and executive abilities.

The realms of our construction are expanding and its goals are getting higher with each passing day, and not only this Hwasong area but also all other parts of the country are undergoing transformation according to our will and the speed of their realization, from planning to implementation, is being further accelerated.

The country is changing its appearance and the wealth of the people is increasing each year, and along with this our revolution is following step by step the course of innovation and leap forward. This has become an irreversible trend of the revolution and a mode of its advance.

We should further accelerate this transformation and make it a permanent custom of socialist Korea to habitually witness new miraculous construction result in the days of seeing off a year.

This is never an easily attainable goal, but we have all with which we can surely reach it--the accumulated potential, self-confidence, wisdom, experience and capability; what is more important is that we have a large contingent of such faithful and reliable patriots as you.

This is our confidence and great strength that have been proved by the eye-opening successes in construction during the eighth term of the Party Central Committee and that have taken root deeper in our hearts today.

With the beginning of the fifth-stage construction project in the Hwasong area today, our capital city construction is going to switch over to a higher phase.

In other words, our capital city construction that was basically aimed at solving the housing problem is switching over to a new phase of transforming the overall appearance of the capital city on a large scale.

We should develop Hwasong District into an area perfect in every aspect as it has already acquired the qualities needed for a modern-day city, and then model the underdeveloped areas of the capital city after the district as we continue to make dynamic efforts for housing construction. Meanwhile, we should pursue steady progress to open a newer phase of civilization. This is the target we have to achieve in the coming stage of capital city construction.

By identifying the source of energy for struggle and the aim of steadfast development in its endeavors for the wellbeing of the people, our Party will find out new jobs and make persevering efforts to carry them out while regarding it as its supreme, thoroughgoing and consistent principle to look after the people with all sincerity by improving their standard of living in every way.

Recent years have witnessed considerable improvement in the living conditions of the citizens of the capital city, but we are not to feel content with this in any way.

We should push ahead with housing construction in the capital city with a long-term plan and without interruption by taking into account not only the families who are experiencing the trouble of sharing houses and those who are living in outdated houses but also those who are expected to come.

Along with this, we are planning some projects to open new service realms extensively to meet the growing cultural needs of the citizens and set up advanced bases to this end. In this way, we can make a facelift of the whole capital city and improve its function.

As befits the hub of our country and the origin of advanced culture and civilization, the capital city of Pyongyang should be perfect in all aspects and make uninterrupted progress.

Over the few years to come we will get rid of those elements that are inappropriate for the capital city in view of its overall formation and build modern streets. This will bring about another facelift of the city, which will in turn augment its strategic position and role.

The construction projects that are under way across the country are effecting one wonderful change after another, and these are a source of pride in our creative efforts.

The chronicles you are going to write with your courageous struggle will bring about a new upsurge in our overall grand construction, and the imprints of your heroic endeavors will be etched indelibly in the history of the construction revolution in the new era.

Our reliable young builders,

The Party and your country have placed a great trust in you when entrusting you with an important part of this construction project.

You should again demonstrate the mettle of young Koreans here in the Hwasong area with the passion with which you built Jonwi Street and a large country town, a source of pride of our socialist state, in a western border area of the country.

I firmly believe that all the capital city builders will wonderfully carry out the first task in the new plan period by pooling all your efforts and creativity and render a great contribution to glorifying this significant year, when the Ninth Party Congress will be held, as a successful year without fail.

This is our hope, our desire and our self-respect.

Let all of us vigorously turn out once again for the capital city of our motherland.
