Extending warm congratulations to Choe Son Hui on her reappointment as foreign minister of the DPRK, the message stressed that a new phase was opened and an important opportunity for development was greeted in the China-DPRK relations under the joint guidance of General Secretary Xi Jinping and General Secretary Kim Jong Un .
