On January 20, Juche 41(1952), the great leader
Kim Il Sung
instructed the leading officials of the Ministry of Public Health to make good preparations for enforcing the universal free medical care system.
He gave specific instructions on enforcing the universal free medical care system from 1953, making perfect preparations for it and taking practical measures for its realization.
The
decision of the Cabinet of the Democratic People's Republic of Korea "On Enforcing the Free Medical Care System" was adopted on November 13, Juche 41(1952).
At that time the Fatherland Liberation War was at its height in Korea.
Though the country had a hard time, this decision was adopted in order to stabilize the life of the people and promote their health.
The decision stipulated on rendering medical treatment and medicines gratis to those patients staying at the preventive and curative organs of the state and enforcing universal free medical care for the ordinary people.
As a result, the universal free medical care system was enforced in the DPRK from January 1, Juche 42(1953).
