Press Statement of Kim Yo Jong, Deputy Department Director of the Central Committee of the Workers' Party of Korea
It was known to the world a few days ago that on July 27, the north and the south of Korea took measures of restoring all the communication lines which had been cut off for more than one year.
Concerning it, however, south Koreans within and without are exaggerating its meaning in their own way and worse still, they are circulating even the issue on inter-Korean summit talks. I think it is untimely, hasty judgment.
I hold that the restoration of the cut communication lines has no more than the meaning that they were relinked physically.
Hasty conjecture and groundless interpretation may bring only disappointment instead.
If they look back upon the past three-year course that the inter-Korean relations had undesirable turns and twists and fluctuation and were in crisis even after the inter-Korean summits made an important agreement such as the joint declaration together, they will fully understand what I say today.
I have been listening for a few days to the unpleasant news that joint military exercises between the south Korean army and the US forces may be conducted as scheduled.
We have never talked about a scale or a form of the joint military exercises.
It is illogical that military exercises may be staged at such an important time of reversal as now.
I think it will be an uninteresting prelude of seriously marring the will of the inter-Korean summits who want to take a step again for confidence rebuilding and of wrecking the future of the inter-Korean relations all the more.
Our government and army will pay sharp attention to whether the south Korean side would stage hostile war exercises again in August or make a bold decision.
Hope or despair? Choice is not made by us.
