Pyongyang, February 13 (KCNA) -- The respected Comrade Kim Jong Un made a speech "Let Us Further Glorify the Golden Age of Capital City Construction by Bringing About a Sea Change in the Hwasong Area" at the ground-breaking ceremony for the construction of 10 000 flats in the Hwasong area on February 12.

Comrades,

Today, filled with fresh vigour and self-confidence, we are holding a meaningful ground-breaking ceremony for building in our capital city a new street for the people, a street symbolic of an era of another transformation.

First of all, I, on behalf of the Central Committee of the Workers' Party of Korea and the government, would like to extend warm congratulations and greetings to the builders of the capital city and the service personnel, who are starting our struggle in the grandiose year of 2022 through this grand ground-breaking ceremony for a project to build 10 000 flats in the Hwasong area true to the decisions adopted at the Fourth Plenary Meeting of the Eighth Central Committee of the Party.

This project, one of the major tasks facing the construction sector this year, is the second of its kind for hitting the long-term goal of housing construction in Pyongyang, which our Party aspires to and which started last year; it is also the first stage of building a new, modern urban district in this area.

The long-term capital city development plan approved by our Party and the government envisages creation in this area, which is near the sacred place of the sun and adjoins September 9 Street, of splendid streets and a new administrative district with flats, numbering well over ten thousand, public buildings and welfare service facilities. This will be done within three years or so.

If the goal of building 50 000 flats in Pyongyang, including that of this gigantic project, is hit with success, our Party will have fulfilled the most important promise it made to the people and the housing problem of the citizens of our capital city will have been solved once and for all.

This is why the Party and the government is forcefully pushing ahead with the construction of 10 000 flats in Pyongyang every year even though the present conditions and circumstances are more difficult than ever before.

We have become able to launch this important and gigantic project in the Hwasong area as planned in the second year of implementing the decisions of the Eighth Congress of the Party entirely thanks to the efforts of the builders and service personnel, who have turned out in Pyongyang's development.

Last year the project to build 10 000 flats in the Songsin and Songhwa area was conducted under arduous conditions, where the country's economic situation was harsh and difficulties piled up.

However, our builders bravely promoted the construction as planned, overcoming all the trials with indomitable will and a strenuous effort, thus building at the eastern gate of Pyongyang a splendid street, lined with high-rise and superhigh-rise apartment houses, in less than one year.

As a result, we can now visualize many citizens of the capital city moving in delight into new houses on the new street in the run-up to the Day of the Sun.

The Fourth Plenary Meeting of the Eighth Party Central Committee made a high appreciation of this.

As there was such a struggle and substantial success, our Party Central Committee could decide on and organize the construction of 10 000 flats of the next stage with confidence, and today we are holding a ground-breaking ceremony, officially proclaiming the start of housing construction in the Hwasong area.

Our Party has no doubt in the least that the elated enthusiasm for labour and aggressive spirit for advancement witnessed last year will be displayed in this year's project and more inspiring and more meaningful successes will be achieved.

Our builders are proud artists and dignified trail-blazers who, possessed of miraculous power, write a new chapter of the history of prosperity and development in the era of the Workers' Party.

As the Party's people-oriented policies have been put into reality wherever the workers of the country's major construction units and service personnel of the People's Army are dispatched, homes where many people will live generation after generation are appearing and monumental creations symbolic of the civilization of the era springing up each and every year.

In the course of a fierce struggle for grand construction, vacillation and inability are overcome, courage and wisdom displayed, backwardness and stagnation eliminated, progress and innovations made, and our state's and people's might for shaping the future increased.

In short, our vigorous advance and development will be proved in practice and all that hampers this, that is, objective and subjective challenges, will be broken to pieces and lose power. And this itself will be a crushing blow to the forces hostile towards us.

This is the very change, revolution and victory we aspire to.

And the masters who stand in the vanguard of this revolution are none other than you, builders.

Our builders are pioneers and dependable vanguard fighters of our era, who conceive morrow though they are living today and bring the beautiful future earlier.

I am convinced that, thanks to our Party's correct policy of construction and to the builders' creative labour, our construction will change and develop into a more advanced and progressive sector, while sustaining its socialist character, the original feature of our people-first architecture, which consistently serves the purpose of promoting the people's wellbeing.

In building apartment houses in the Hwasong area this year, we should push ahead with the grand construction project in a more dynamic and scrupulous way by making the most of the experiences and lessons we learned from the construction of 10 000 flats in the Songsin and Songhwa area.

The grand construction campaign is a gigantic creative effort to bring new entities into existence by concentrating human, material and technical potentialities of the country on it. Therefore, whether it results in complete success or not depends on how it is planned and commanded.

The construction headquarters should, by taking into careful consideration the existing building forces, capacities of building materials production and transport as well as seasonal factors, make a well-thought-out plan for each process of designing and building work, and push ahead with it forcefully.

In construction we should aspire to giving definite precedence to the supply of building materials and ensuring both the quality and speed of construction by enhancing the role of building units and supervision organs.

What is important here is to steadily execute scientific proposals and plans, aimed at developing the construction sector in a prospective way, by eradicating the short-sighted view of laying stress only on immediate building tasks in planning and commanding construction projects.

The grand construction campaign of national importance, including the development of Pyongyang, is far from something to be done in a year or two; it is a long-term undertaking to be continued on an ever higher level even when all our people live in good houses and even after our country has undergone a facelift.

Therefore, there should be no delay or stagnation in whatever is related with our construction sector, typically in consolidating its material and technical foundations in terms of both quality and quantity, in producing various kinds of building materials domestically, in raising the proportion of work done by machines and in introducing advanced methods and architectural technology extensively.

In the whole course of construction such tasks should be reflected in planning, designing, materials supply and standards at every building stage, carried out and reviewed. And innovative initiatives, reasonable technical proposals and audacious endeavours should be actively encouraged and presented.

In this way, when a new street of 10 000 flats is built year after year, not only the appearances of the capital city and further that of the country will be changed but also our construction forces should grow in strength and a new development should be made in the mode of construction.

All in all, with the simultaneous promotion of the work of successfully carrying on the construction of houses and putting our construction sector on a modern basis, we will prepare ourselves to carry on more gigantic and greater construction projects in the future.

Our Party regards as an important and decisive factor that is vital to its success the great enthusiasm, sense of responsibility and sincere efforts of every official and builder towards construction.

This is why inspiring slogans are put on, red flags flutter and marches resound at our socialist construction sites.

Novel and moving political work encourages every one to cherish ennobling ideals and beautiful hopes, to feel the honour and pride that their enthusiasm and endeavour has become a source of great strength of their collective, and to get inspiration from other's positive examples and merits. It is a dynamic force peculiar to socialism, which trains ordinary working people into performers of innovations and feats and which works miracles under any conditions.

You should conduct vigorous frontline-style political work so that all the builders can feel the sense of mission and pleasure that they create with their own hands the daily-renewing happiness and development of our times, and so that they can take great pride in bringing a more cultured future earlier through their own efforts.

You should create a hot wind of collective emulation drive for overtaking and learning from one another and give fuller play to your patriotic enthusiasm. By doing so, you can build flourishing socialist living quarters, which are permeated with a great generation's indomitable perseverance and untiring spirit of creation and which are brimming with the people's laughter of happiness, in this very Hwasong area before the eyes of the world.

Today our grand construction front covers not only this construction site of 10 000 flats in the capital city but the whole country.

A large number of construction projects, which have been designed for our great state's prosperity and development and for the people's well-being, are being prepared or under way in large metallurgical bases, chemical industry bases, construction sites of new power plants, tideland reclamation sites, Komdok and Ryonpho areas and rural communities across the country.

Among all the construction projects that will constitute a powerful engine of the comprehensive development of socialist construction, the house construction project in the Hwasong area is the main theatre that should take the lead.

In implementing the Party's policy of construction in a perfect and thoroughgoing way and conducting intense and energetic campaigns in high spirits, the construction units deployed in the Hwasong area should naturally become standard-bearers and models for all other theatres of construction.

I firmly believe that all the builders and service personnel present here, bearing in mind an extraordinary sense of glory and pride in building a new street for the people, will complete with credit the construction project in the Hwasong area as scheduled with redoubled wisdom, enthusiasm and fortitude.
