Among the popular policies the state carries out for the Korean people are recuperation and relaxation systems.
The systems had already begun to be operational after Korea’s liberation from Japanese military rule on August 15, 1945.
It can be seen through the article Various Recuperation and Relaxation Facilities on the Increase Every Year in Northern Half of Korea carried on the third page of Rodong Sinmun newspaper dated June 24, 1950.
Reporting that the working people in the Republic were enjoying themselves at sanatoria and holiday homes built at scenic spots across the country, the article said that those for working people with an accommodation of tens of thousands of people had opened in 16 places including Sogwang Temple and Mt Myohyang.
Such popular polices were enforced invariably during the period of the Fatherland Liberation War between June 25, 1950 and July 27, 1953.
The enemy violated blatantly international law, bombing peaceful cities and villages indiscriminately. In the period of the strategic temporary retreat they destroyed and burnt down 1 168 hospitals, health resorts and holiday homes in over 40 days in the areas they had occupied.
In February Juche 40 (1951) Kim Il Sung assigned an official of the Ministry of Labour a task to rehabilitate the destroyed recuperation and relaxation centres as he was anxious about the health of the workers who were rendering great service to the wartime production, and took detailed measures to this end.
In September that year he said to an official in the military medical sector that the work of recuperation and relaxation should be organized well to promote the health of the combatants, noting that it is a guarantee of war victory to look after their health.
As a result, health resorts and holiday homes for working people were reconstructed and run even in the grim period of the war, and frontline rest homes set up for service personnel.
