The Supreme People's Assembly of the Democratic People's Republic of Korea made public the law "On the Policy of Nuclear Force of the Democratic People's Republic of Korea" on the 8th.

The law said the DPRK, as a responsible nuclear state, opposes all forms of war including nuclear war and aspires after building a peaceful world in which the international justice has been realized, and continued:

The nuclear force of the DPRK is a powerful means defending the sovereignty, territorial integrity and fundamental interests of the state, preventing a war in the Korean peninsula and the northeast Asian region and ensuring the strategic stability of the world.

The DPRK has opened to the public its policy of nuclear force and regulated the use of nuclear weapons by law, which is aimed at minimizing the risk of nuclear war by preventing the misjudgement between the nuclear states and the abuse of nuclear weapons.

First, the nuclear force of the DPRK is the main force of national defence safeguarding the sovereignty and territorial integrity of the state, and the lives and security of the people from the military threats, aggression and attack of the outside.

The nuclear force of the DPRK regards it as its basic mission to deter a war by making the hostile forces give up any attempt for aggression and attack, clearly understanding that military confrontation with the DPRK will lead to their ruin. In case of failure in deterring a war, the nuclear force of the DPRK shall perform the operational mission to repel the aggression and attack of the hostile forces and achieve a decisive victory in the war.

Next, the nuclear force of the DPRK shall be comprised of different kinds of nuclear bombs, means of delivery, commanding and controlling system, and all the personnel, equipment and facilities for their operation and updating.

Then, the nuclear force of the DPRK shall submit itself to the unified command of the President of the State Affairs of the DPRK and the President of the State Affairs of the DPRK shall have all the rights of decision concerning nuclear weapons.

And the nuclear strike shall be made automatically and immediately to annihilate the hostile forces including the origin of provocation and the command according to the operation plan decided in advance in case the commanding and controling system over the state nuclear force is in danger due to attack of the hostile forces.

The nuclear force of the DPRK also shall carry out the order of use of nuclear weapons at once.

In the principle of use of nukes the DPRK regards it as its basic principle to use nukes as the last means to cope with the aggression and attack of the outside seriously threatening the security of the state and people. Unless the nonnuclear states are involved in any aggression or attack against the DPRK in league with other nuclear states, the DPRK shall not threat those countries with nukes or use nuclear weapons against them.

The law also clarified that the DPRK may use nukes in the following cases.

The DPRK may use nukes in case it judges that an attack with a nuke or a weapon of mass destruction was made or imminent; in case it judges that a nuclear and nonnuclear attack of the hostile forces on the leadership of the state and the commanding machinery of the state nuclear force was made or imminent; in case it judges that a fatal military attack on important strategic objects of the state was made or imminent; in case need of operation to prevent expansion and protraction of war and take the initiative of war is inevitable in time of emergency; and in case of an inevitable situation that it had to cope with it only with nukes in the catastrophic crisis giving danger to the existence of the state and the lives and security of the people.

The law also said the nuclear force of the DPRK shall keep its regular preparedness to use nukes immediately in any conditions and environment if the order of use of them is given, and continued:

The DPRK shall establish a thorough and safe nuclear weapon storage and management system so that the storage and management of nuclear weapons, evaluation of their serviceable life and performance, renewal and scrap and all other processes are done according to the administrative and technical regulations and legal procedures and guarantee its implementation.

The DPRK shall take full measures to prevent the leakage of nuclear materials as well as the technology and equipment concerning nuclear weapons.

The DPRK shall constantly estimate the external nuclear threats and the change of international nuclear arms posture and update and strengthen the nuclear force both in quantity and quality to cope with them.

The DPRK shall regularly update the strategy of using nuclear weapons in various circumstances so that the nuclear force can reliably discharge its mission.

The DPRK, as a responsible nuclear state, shall not deploy its nuclear weapons in the territory of other countries or share them nor transfer the technology and equipment concerning nukes and weapon-grade nuclear materials, the law added.
