It is the intention of the Workers' Party of Korea to turn the habit of attaching importance to the talents and science and technology into the firm social customs, bring up the talented personnel with much effort systematically and put them in the right place so that they can lead the production and technical development.
The respected Comrade Kim Jong Un, General Secretary of the Workers' Party of Korea, presented the aphorism that the present era is an era of attaching importance to the talents when the national might and the economic and cultural development are decided by the talented personnel. And he saw that education was preferentially developed ahead of all other affairs.
He indicated specific tasks and ways to bring about a change in the work of training talents at the Fourth Plenary Meeting of the Eighth Party Central Committee held in December Juche 110(2021). In addition, he stressed at a number of meetings time and again the need to more thoroughly establish the habit of attaching importance to the talents throughout the country.
During his field guidance tour, he always said the country will prosper when we make revolution with a correct view of and standpoint toward science and talents.
And he would call upon the units to train their own technical development forces and talents with the knowledge of science and technology in their fields as well as versatile knowledge by creating a revolutionary atmosphere of studying while working and working while studying.
Like this, he made painstaking efforts to turn the habit of attaching importance to the talents into the firm social customs. Now the working people in all work places take an active part in the mass technical innovation movement to present valuable research findings, making a great contribution to the production.
And the social habit of attaching importance to the talents is prevailing all the more and good conditions and environment for training talents are provided.
Today, the ups and downs of a country and nation are decided by the training of talents and the development of science and technology. It is the truth proved by history that one attaching importance to talents and science and technology becomes winner but one neglecting it becomes loser.
