Pyongyang, December 27 (KCNA) -- The year 2023 is a year that the whole Party and all the people have united around the great Party Central Committee and worked heart and soul to demonstrate the mightiness, solidity and invincibility of the DPRK with eventful victory and signal development. It has recorded heroic annual to be immortal in the history of the country, and fully proved that the dignity of a genuine power and the fame of a strong one are on the orbit of independence, self-sustenance and self-defence advancing unyieldingly.

Under the subjective and objective situation heated with arduousness and fierceness, the power and the prestige of the DPRK have grown stronger than ever before with the passage of the half period of the implementation of the five-year plan which had never been smooth.

In the course of the struggle to implement the five-point Party-building line in the new era, the core and innovative system and methods of Party work were studied and implemented to firmly ensure the far-sighted policy of the WPK. And the DPRK's policy of nuclear force was specified in the Socialist Constitution, the basic law of the state, thus bringing about a great political event to firmly lay a strong institutional and legal foundation for defending the state, self-respect and national interests.

Thanks to the attainment of the main goals of the five-year plan for the development of national defence, new strategic weapons were developed one after another, the whole of national defence capabilities rapidly advanced and space reconnaissance assets were possessed. As a result, the DPRK has been unswervingly put on the position of a military power.

On the agricultural front, the dominant height for national economic development, the huge annual irrigation construction target decisive of substantial and profitable development was fulfilled ahead of schedule and a rare harvest was achieved. And the successes on 12 major goals were made one after another. Modern new streets, dwelling houses boasting of high civilization and various edifices were spruced up in the capital city and other parts of the country, thus making the whole year seethe with the ceremonies of moving into new houses and inauguration events.

Forcing through the most responsible and vital course of the Korean revolution with high spirit of self-respect and indomitable spirit, the DPRK people bear in mind the truth of history that the seasoned leadership of the Party Central Committee is the lifeline guaranteeing the overall prosperity and development of Korean-style socialism.

The ranks of the general onward march that are confidently looking forward to the future of building a rich country with strong army on the road of following the great Party Central Committee are full of strong spirit and stubborn spirit without moment's conceit and marking time, and the irresistible and inexhaustible might peculiar to our state and people is stretching to the bright future with this bold advance.

The Party Central Committee, which has taken the important duty to vigorously guide the implementation of the grand programme set forth by the Eighth Party Congress by maintaining the spirit of advance in 2023 and waging a more highly expanded struggle, greeted its crucial moment to review this year's remarkable successes and adopt the orientation and policy for the development of the Party and state affairs in the New Year 2024.

The December 2023 Plenary Meeting of the Central Committee of the Workers' Party of Korea (WPK) was convened at the office building of the WPK Central Committee on December 26 with the great expectation and interest of all the Party members, working people and service personnel who aspire after dynamic steps toward greater victory focused on the supreme general staff of the Korean revolution.

Kim Jong Un , general secretary of the Workers' Party of Korea, was present at the plenary meeting.

Attending it were members of the Presidium of the Political Bureau of the C.C., WPK, members and alternate members of the Political Bureau of the C.C., WPK, and members and alternate members of the C.C., WPK.

Present as observers are officials of departments of the Party Central Committee, leading officials of ministries, national institutions, leadership bodies of provincial level, city, county and major industrial establishments and chairpersons of city and county agricultural management committees who set an example in agricultural production this year.

The presidium was elected with members of the Political Bureau of the Party Central Committee.

Upon authorization of the Political Bureau of the WPK Central Committee, Kim Jong Un presided over the plenary meeting.

The plenary meeting put six major agenda items including the review of the implementation of the Party and state policies in 2023, the orientation of struggle in 2024, the implementation of the state budget in 2023 and the draft state budget for 2024 and a series of issues for strengthening the Party's leadership function at present.

The plenary meeting unanimously approved the agenda items and went into the discussion of the first agenda item.

The respected Comrade Kim Jong Un made a report on the implementation of the Party and state policies in 2023.

The report proudly appreciated the eye-opening victories and events achieved in all fields for socialist construction and the strengthening of the national power in 2023, a year of great importance in the course of our Party and people to realize the fighting programme put forward by the Eighth Party Congress. And it reviewed the Party Central Committee's determination made at the critical situation of the developing revolution, its responsible leadership practice and locomotive role.

The report introduced in detail the development indices of the overall national economy which is clearly proving that the comprehensive development of socialist construction is being pushed forward in real earnest and in an accelerated way, and referred to the proud successes achieved in the field of culture including science, education, public health and sports.

It estimated a new change and progress made in Party building, state power activities, politics, national defence and diplomacy.

The General Secretary in his report defined 2023 as a year of great turn and great change both in name and reality, in which the DPRK left a great trace in the glorious course of development in the efforts to improve the national power and enhance the prestige of the country, and extended warm thanks on behalf of the Party Central Committee to all the Party members, people and service personnel who have dynamically pushed forward with a new phase of prosperity and development, overcoming all difficulties and hardships with firm trust in our cause and indomitable spirit.

The report analyzed and reviewed in depth a series of deviations revealed in the implementation of the Party and state policies this year and their causes and lessons from a developmental point of view.

Hearing in earnest the historic report of the respected General Secretary, who clearly indicates that the overall work of the Party and the state is being dynamically pushed forward with firm aspiration for development, all the participants hardened their confidence in sure victory and were determined to guarantee the successful implementation of the fighting programme of our Party through bold and substantial work, aware of the important duty they have assumed before the Party and the revolution.

Then followed speeches and written speeches of leading officials in various fields.

The speakers made a strict analysis of the work of their fields this year in the light of criticism and proposed the practical measures to the plenary meeting. They expressed their determination to devote themselves to fulfilling their responsibilities with a sense of heavy pressure and sense of responsibility as befitting the leading personnel who are shouldering the destiny of the Party's decisions and the success of the overall national prosperity at the most important and decisive time in the history of the development of the DPRK.
