The Democratic People's Republic of Korea is carrying on the 10-year revolution for developing the regional industry according to the "Regional Development 20×10 Policy" presented by the Workers' Party of Korea. The goal of the revolution is to build regional-industry factories with modern equipment and production processes in all cities and counties across the country within ten years.

This year is the first year of the implementation of the ten-year goal of the WPK.

A ground-breaking ceremony for the construction of regional-industry factories was held in Songchon County of South Phyongan Province on February 28, and it was followed by similar ceremonies in 19 cities and counties one after another.

The regional-industry factories are built by soldier-builders.

The framework was completed in the main in a little over three months after the groundbreaking, and the regional-industry factories took their shapes in 20 cities and counties.

Landscape gardening was promoted along with the progress of the projects. Various kinds of trees and flower shrubs were planted everywhere, presenting a conspicuous scenery.

Preparations for operating the factories are stepped up at the same time, including the creation of raw material bases and the training of skilled workers.

Raw material bases have been secured with stress on making the most of the local raw-material resources.

The provinces competitively planted and cultivated evodia, yellow horn, Sangwon poplar, bamboo-willow and other trees according to the regional characteristics, creating more than 62,000 hectares of oil crop forests and over 32,000 hectares of paper crop forests.

They give precedence to training skilled workers for operating the factories while attaching importance to the strengthening of the technical forces.

Light industrial factories in the capital and the provinces organize demonstration and passing-on-technique in a substantial way and vocational technical schools in the cities and counties improve the quality of education to increase the ranks of skilled workers needed for normal operation of the regional-industry factories.

As said above, the framework of regional-industry factories in 20 cities and counties was concluded in the main and definite precedence given to laying a foundation for normalized production, making a breakthrough in the attainment of the ten-year goal of the WPK.

Ten years later, solid foundations for regional rejuvenation will be laid and the regional-industry factories operated at full throttle across the country.
