A new era of regional rejuvenation is being opened in the Democratic People's Republic of Korea according to the new regional development policy set forth by the Workers' Party of Korea.

Last year the WPK established the "Regional Development 20×10 Policy" aimed at providing the people across the country with a new, affluent and civilized life in a matter of ten years and rapidly raising the level of development in all regions.

According to the policy, the first ground-breaking ceremony for the construction of regional-industry factories was held in Songchon County of South Phyongan Province on February 28 and similar ones took place in 19 cities and counties in succession.

A foodstuff factory, daily necessaries factory and garment factory were built in Songchon County within ten months and inaugurated on December 20.

Modern regional-industry factories were also built in other 19 cities and counties.

In the meantime, the work for creating a model was promoted under the direct guidance of the Party Central Committee to develop regions in a unique way in keeping with their conditions by making the best use of marine resources in this country with a long coastline.

The city of Sinpho in South Hamgyong Province, which had been famous as a leading city in fishing, was selected as a model unit and a new model base of advanced offshore farming was built and inaugurated on December 28.

The offshore farm is equipped with mother-and other farming ships and submarine boats lining up in the wharf, the scallop processing workshop and ultra-quick freezing and general control rooms and turns out various products by processing kelp, scallops, sea cucumbers, sea urchins and so on.

The experience gained by the city of Sinpho serves as a good one for the coastal cities and counties to live on by their own efforts. 

As said above, the first entities of the "Regional Development 20×10 Policy" of the WPK were built last year, giving hope and courage to the people of the whole country and redoubling their creative enthusiasm and confidence.

The Eleventh Plenary Meeting of the Eighth Central Committee of the WPK held in late December last year decided to formally include it in the new regional development policy to build advanced public health facilities, scientific, educational and leisure facilities and grain management facilities in parallel with the construction of regional-industry factories.

2025 is the second year of the implementation of the new regional development policy.

State measures are taken to provide the new regional-industry factories with essential raw materials so that they can display their vitality from this year.

And all other necessary conditions are provided to operate the regional-industry factories at full capacity, including the supply of electric power.

This year, too, advanced hospitals, cultural complexes and grain management facilities will be built in 20 cities and counties along with regional-industry factories.

The great decade will see 20 cities and counties undergo transformation every year without fail and unconditionally.
