The wise leadership of the Workers' Party of Korea for the comprehensive development of socialism ushers in a new era when the rural areas are changing for the better.
The WPK, at its Eighth Congress (January 2021), plenary meetings of its Central Committee and first short course for the chief secretaries of its city and county committees, underlined the need to turn the cities and counties of the country into strategic bases of a civilized and prosperous socialist state and developed ones with their own regional features by dynamically pushing ahead with local construction.
The 19th Enlarged Meeting of the Political Bureau of the Eighth Central Committee of the WPK in January 2024 confirmed and clarified the Regional Development 20×10 Policy, the gist of which is to radically improve the material and cultural standard of living of regional population within ten years by unfailingly building regional-industry factories in 20 counties every year on a higher level of modernization than those already built in Kimhwa County, Kangwon Province.
Pursuant to the policy, modern regional-industry factories were inaugurated in succession in 20 cities and counties including Songchon County, South Phyongan Province, and Kusong City, North Phyongan Province, from late December last year to mid-February this year.
The 11th Plenary Meeting of the Eighth Central Committee of the WPK held at the end of last year discussed and decided the issue of including the additional construction of advanced healthcare facilities, scientific, educational and cultural facilities and grain storage facilities in parallel with the regional-industry factories in the Party's new policy of regional development.
As many structures ranging from foodstuff, clothes and daily necessities factories badly needed for the people's living to the three essential facilities have to be built in all cities and counties across the country, the undertaking presupposes a colossal amount of investment by the state.
Undaunted, however, the WPK made a bold decision to carry out this gigantic undertaking without fail and is striving to implement the decision, for it cherishes it as its greatest desire to eradicate the centuries-old backwardness of rural areas and regions as soon as possible and thereby provide the entire population with a rich and civilized life.
