The DPRK has long enforced a childcare system in which children are nursed and brought up at nurseries and kindergartens.
After liberation on August 15, 1945, the country was in dire straits. But a welfare policy was adopted to set up nurseries and kindergartens in towns and at industrial establishments and state-run farms and bring up children at state and public expense.
During the grim Fatherland Liberation War (June 25, 1950-July 27, 1953), a measure was taken to set up baby homes and orphanages and to take care of war orphans under the sponsorship of the state.
The childcare system backed by the state and community was further consolidated legally when the Law of the DPRK on the Nursing and Upbringing of Children was adopted at the Sixth Session of the Fifth Supreme People’s Assembly in April 1976.
Every child has equal access to the state and social benefits irrespective of the occupations of their parents and the quantity and quality of their work done.
The nurseries work to keep the living environment clean as required by the regulations on nursing, hygiene and anti-epidemic practices and fully provide the children with various kinds of foods according to nutritional standards. In addition, medical services are provided systematically to put childcare on a scientific basis and ensure a steady development of it.
Well-rounded education is given to the kindergarteners so that they can develop their intelligence in a comprehensive way, cultivate rich emotions and artistic talents and build their bodies.
In particular, the one-year compulsory preschool education helps children prepare for schooling by learning how to write, count and draw.
The Third Plenary Meeting of the Eighth Central Committee of the Workers’ Party of Korea held in June 2021 discussed and decided on–as the most important policy–a childcare policy on supplying dairy products and other nutritious foods to all the children across the country, and the Sixth Session of the 14th Supreme People’s Assembly held in February 2022 adopted the Law of the DPRK on Childcare.
Today Korean children are growing up healthily under the state’s benevolent system.
