It is an ideal of the Workers' Party of Korea to make the people most civilized and happiest in the world by building the best paradise on this land. It can be said that construction is the means of enabling us to get closer to the civilization and prosperity we desire.

Huge construction projects were launched under the leadership of the WPK in the Democratic People's Republic of Korea in 2025, the last year of implementing the five-year plan put forth by the Eighth Party Congress.

Not for the Economic Profits but for the People's Well-being

The basic orientation maintained by the WPK in the construction work is to direct preferential efforts to building those conducive to the promotion of the people's well-being. According to it, a lot of dwelling houses have been built across the country in 2025, too.

The capital city of Pyongyang witnessed the inaugural ceremony of 10,000 flats at the 3rd stage and the groundbreaking ceremony for the construction of 10,000 flats at the 4th stage in the Hwasong area.

The section of 10,000 flats at the 3rd stage in the Hwasong area is over 90 hectares and it is a new large architectural group with skyscrapers and high-rise apartment houses, educational and public health establishments and different kinds of modern public service amenities in harmony.

It is new in architectural form as against those at the first and second stages and consists of peculiar service amenities in particular, demonstrating its conspicuousness and development.

After receiving the wonderful houses gratis, working people expressed their gratitude to the state.

"I had not thought that we would be provided with such four-room palatial flat. I should return the favour..."

"My son and daughter were provided with new houses respectively at the first and third stages. Words fail me to express my feelings. We really did nothing special for the state."

"There is a kindergarten in front and there are public service amenities around us. I feel as if I am in a world of wonders."

The construction of 10,000 flats at the 4th stage in the Hwasong area, which began in February, is nearing completion. When the project is completed, the construction of 50,000 flats in the city of Pyongyang set forth by the Eighth Party Congress will be finished.

2025 is the fourth year of the rural housing construction that started according to the grand plan of the WPK to make all the rural villages across the country rich and civilized socialist utopias.

More than 80,700 houses were built during the past three years and tens of thousands of rural houses in 2025, too. After all, removal into new houses took place in succession all the year round.

"My son will be discharged from the military service the year after next. Perhaps he will be surprised to see new house."

"The state provided such wonderful house to us, a newly-married couple of discharged soldiers."

"Really wonderful is my new house."

It is the reality of this country where the housing construction is carried on in a more gigantic way with each passing day without even a moment's stagnation not for any economic profits but for the people's well-being.

Inauguration Declared in the Year of Groundbreaking 

Animportant success made in 2025 is that the DPRK brought about proud results in realizing the ideal andwell-being of the people by beginning the construction of those according to more expanded and advanced regional development policy and completing it throughout the year.

The Eleventh Plenary Meeting of the Eighth Party Central Committee discussed and decided the issue on formally including the construction of advanced public health facilities,scientific, educational and leisure facilities and grain management facilitiesin parallel with that of regional-industry factories in the new regional development policy of the Party.

According to it, Pyongyang built a hospital, a leisure complex and regional-industry factories in Kangdong County.

Though the architectural process of the public health facilities was complex, the Kangdong County Hospital was built in over 280 days, completely changing the existing conception of the regional hospital construction. And inauguration ceremonies of regional-industry factories and leisure complex took place in succession.

The modern hospital, regional-industry factories and leisure complex were built in less than a year, giving pleasure to the people in Kangdong County.

On the other development, an offshore farm and wonderful fishing village retaining the characteristics of coastal area were built in Ragwon County of South Hamgyong Province on the east coast in over 190 days.

The changes of Ragwonpho clearly show the advanced development and happiness of the people brought by the regional development policy in the new era.

The declaration of inauguration in the year of groundbreaking is a clear proof of the validity and vitality of the Party's policy and the epitome of the uncommon speed of advance of socialist Korea.

The Height of Civilization Enjoyed by the People

One of the greatest successes achieved in 2025 is the completion of the Wonsan Kalma Coastal Tourist Area.

The Korean people have come to enjoy the maritime culture to their heart's content at the splendid cultural recreational resort showing wonderful architectural beauty with the bathing beach along the coastline that can accommodate more than 40,000 people a day, unique forms of hotels, diverse sports and amusement facilities, commercial and public catering service facilities and other service amenities of different kinds.

"I came to the Wonsan Kalma Coastal Tourist Area together with my children and went to the outdoor wading pool. My children like it so much that they are reluctant to leave. They want to come here again."

"I took the steep water slide. I really enjoyed it. I'd like to take it again and again."

The inauguration of the Wonsan Kalma Coastal Tourist Area with new scene of socialist civilization and efflorescence clearly demonstrated to the world the high level of creation and civilization we desire.

A world-class medical service centre has been built on this land where the beautiful dreams and ideals of the people are realized.

The Pyongyang General Hospital consists of the most important core facility--general operating theatre with 30 modern operating rooms, specialized facilities including the emergencydepartment and specialized treatment departments, and supply and service facilities such asconference hall, underground parking lot and helipad.

The opening of the hospital which can provide excellent treatment environment and advanced medical services has made it possible to defend the health and lives of the people more safely.

It can be said that the historic cause for the comprehensive prosperity of the state and the promotion of the people's well-being starts with construction and is carried on along with construction and accomplished with its successes.

Through the huge construction work in 2025, the DPRK and its people came to make another big stride towards civilization and development.
