On Fulfillment of State Budget of DPRK for 2025 and Its State Budget for 2026

Pyongyang, March 24 (KCNA) -- There was a report on the fulfillment of the state budget for 2025 and on the state budget for 2026 deliberated by the Budget Committee of the Supreme People's Assembly at the First Session of the 15th SPA.

According to the report, all the people across the country executed the state budget for 2025 as planned in the struggle to fulfill the five-year plan for national economic development.

The report said that the state budgetary revenue plan for 2025 was carried out at 105.1 percent and grew to 107.2 percent as compared with the previous year and continued:

Many industrial establishments in the economic sector carried out their plans for central budgetary revenue at 104.6 percent and those for the regional budgetary revenue at 106.5 percent.

In the last year's state budget, funds equivalent to 103.7 percent as compared with 2024 were spent for further accelerating the comprehensive development of our state.

The defence sector was provided on a top priority basis with funds equivalent to 15.7 percent of the total state budgetary expenditure in order to contribute to guaranteeing security and defence of the country and protecting its interests.

In 2025, the capital investment increased to 101.1 percent as against the previous year, making a contribution to over-fulfilling the five-year plan for capital city construction and pushing ahead with the building of the regional development policy projects, the first-stage project for the Tanchon Power Station, the first-stage modernization project of the Ryongsong Machine Complex and other construction projects of the state.

Funds equivalent to 13.1 percent of the state budgetary expenditure were allotted to the work of national economy including metallurgical, chemical, electric power, machine-building and other key industrial sectors and major economic sectors.

Funds equivalent to 109.3 percent as against the previous year were spent for the development of science and technology.

Funds equivalent to 101.7 percent as against the previous year were allotted for the agricultural work and 38.9 percent of total state budgetary expenditure went to public health, literature and art and sports sectors, including the preferential provision of the necessary funds for improving the educational work.

Last year, too, funds were allotted for the anti-epidemic work in order to increase the ability to rapidly respond to various infectious diseases in the world.

The successful fulfillment of the state budget for 2025 is the result of the boundless patriotic devotion of all the people.

It is important to provide a reliable financial guarantee for the work and production activities of all sectors and units in order to successfully carry out the first-year tasks of the new five-year plan set forth by the Ninth Congress of the Workers' Party of Korea, the report said, and went on:

The state budget for 2026 has been compiled to promote the development of all sectors and units including science, education, public health, literature and art and contribute to the improvement of the people's standard of living while concentrating its investment on the building of the stronger force capable of repelling all sorts of military threats for defending the sovereignty and security of the country and on the successful attainment of the production targets for this year in the national economy.

This year's state budgetary revenue is expected to grow to 100.5 percent over last year and the turnover tax and enterprise profits, major items of the budgetary revenue, will increase to 100.3 percent and 100.1 percent respectively, accounting for 84.4 percent of the total revenue.

The profits of cooperative organizations are expected to grow to 101.8 percent, depreciation 102.7 percent, real estate rent 102.5 percent, premium for social insurance 102.4 percent, income from property sale and price fluctuation 102.8 percent, income from money collection 102 percent, other incomes 104.3 percent and income from special economic zones 101.4 percent, as compared with last year.

The central budgetary revenue is expected to account for 72.2 percent of the state budgetary revenue, with the revenue from the central economy amounting to a large proportion, and provincial, city and county people's committees will provide some funds for the scientific research in the agricultural sector, medical work and others to the central budget.

This year's state budgetary expenditure is expected to increase to 105.8 percent over last year.

This year, funds equivalent to 15.8 percent of the total state budgetary expenditure will be spent on national defence, contributing to the steady expansion and strengthening of the powerful self-defensive nuclear deterrent and war capabilities.

Funds needed for socialist economic construction are to increase to 105.5 percent over last year, amounting to 43.8 percent of the total state budgetary expenditure.

Funds equivalent to 106.3 percent as against last year are allotted for the work of national economy in 2026 and they will be spent for the major sectors including metallurgical, chemical, electric power, coal and machine-building industries and railway transport.

Funds equivalent to 105.3 percent over last year will be used for the development of science and technology.

It is expected to disburse funds equivalent to 105.7 percent over last year for the agricultural work in order to contribute to the strengthening of material and technical foundations of rural economy.

This year's state budget allots funds equivalent to 106 percent to educational sector as compared with last year, 105.6 percent to the public health sector, 103.1 percent to the cultural sector and 102.8 percent to the sports sector for the people-centered policies and the social and cultural work.

Funds for the anti-epidemic work are expected to grow to 101.1 percent over last year.

This year, too, the state will send a lot of educational aid funds and stipends to the Korean children in Japan so that they can grow up to be reliable pillars who will carry forward the patriotic cause. -0-
