At a time when the anti-epidemic campaign is conducted in high intensity for preventing the inflow of

COVID-19 threatening the mankind as a worldwide disaster, an unusual

incident has happened in Kaesong City in which a man suspected to be infected by the malignant virus came back home on

July the 19th

by illegally crossing the Military

Demarcation Line 3 years after his desertion to the south.

A

professional anti-epidemic institution has conducted relevant test for

the secretion from upper airway and blood of the illegal returner several

times and a doubtful result has come out to suspect him being

infected by the virus. With this regard, it clarified that it has

primarily isolated him on a thorough-going basis, is completely surveying and controlling all

persons who met him in Kaesong city and those who had been to Kaesong

over the past 5 days to examine and quarantine them in touch with

units concerned.

The Political Bureau of the Central Committee of

the Workers' Party of Korea immediately held an emergency enlarged

meeting at the building of Headquarters of the Party Central Committee

on July the 25th as regards the prevailing danger that might bring fatal and destructive disasters to Kaesong City.

Kim Jong Un,

Chairman of the Workers' Party of Korea, Chairman of the State Affairs

Commission of the DPRK and Supreme Commander of the Armed Forces of the

DPRK, attended the meeting.

Present there were the members

and alternate members of the Political Bureau of the Central Committee

of the Workers' Party of Korea.

On hand there as observers were the members of the Central Emergency Anti-epidemic Headquarters.

Senior Party and administrative officials of the Cabinet, ministries

and national agencies, executive members of the provincial Party

Committees and leading officials of provincial-level guidance organs attended the

meeting as observers at the video-conference rooms.

Kim Jong Un presided over the meeting upon the authorization of the Political Bureau of the Central Committee of the WPK.

Kim Jong Un

pointed out that such a dangerous situation as to be considered that

the malignant virus has come into our boundary has occurred despite the powerful

defensive anti-epidemic measures taken in all aspects and all passages

tightly closed across the country over the past 6 months. He referred to

the fact that preemptive measures were taken to completely block

Kaesong City and isolate the districts and regions in the afternoon of

the 24th immediately after a report on the incident was made.

Kim Jong Un

declared the state of emergency in the area concerned to cope with the

prevailing situation and clarified the determination of the Party

Central Committee on switching the state emergency anti-epidemic system

over to the highest emergency system and announcing a special-class

warning.

He set forth the tasks to be carried out at present by the

party and working people's organizations, organs of government, public

security and state security, and the anti-epidemic and public health

organizations.

At the meeting, the decision of the Political Bureau

of the Central Committee of the WPK on switching the state emergency anti-epidemic system over to the highest

emergency system was adopted with unanimous approval.

Kim Jong Un

pointed out that all the participants in the meeting should organize

without delay the work for their sectors and units to carry out the

decision of the Political Bureau of the Party Central Committee. He said

that the party organizations at all levels and all sectors should provide and guarantee the most correct implementation of instructions and assignments given by the Party Central Committee with the

infinite responsibility, loyalty and devotion to them.

He stressed that the entire

Party and the whole society should thoroughly ensure the strong

organizational discipline and the unity of action and thinking and

maintain the order of unconditionally obeying and acting as one under

the command of the emergency anti-epidemic headquarters. He added that the party

organizations at all levels should perfectly carry out their function

and role.

Saying that all should take it serious the reality confronting the state of emergency, Kim Jong Un

called upon all to be loyal and steadfast to the leadership of the Party

Central Committee with responsibility and devotion without losing the

main point in thought and action and overcome the crisis

in anti-epidemic work in firmer unity around the Party Central

Committee, thus defending the well-being of our people and the security

of the fatherland at any cost.

The meeting seriously pointed out

the loose reality of front guard duty of the forefront unit in the area

where the incident of desertion to the south took place. It discussed on the issues for the Central Military Commission of the Party to hear the

result of intensive investigation of the unit responsible for the

occurrence of the incident before giving stern punishment and taking relevant

measures.
