The respected Kim Jong Un, General Secretary of the Workers' Party of Korea, made a historic speech "Let Us Further Improve and Strengthen the Party Work in Line with the New Period of Development of Socialist Construction" at the lecture given to commemorate the 76th founding anniversary of the WPK on October 10.

In the speech he congratulated the participants on the 76th founding anniversary of the WPK and elucidated the principled issues and practical ways to enhance the leadership ability and fighting efficiency of the Party in all fields of the revolution and construction in line with the requirement of the developing revolution.

Kim Jong Un made clear his intention of having organized the commemorative lecture of the whole Party on the occasion of the founding anniversary of the Party.

He said the units concerned can make successes according to how the party organizations accept and implement the revolutionary idea and struggle policy of the Party Central Committee and when such successes are organically combined and boosted, our Party can display its ability of correct leadership over the revolution and construction and lead a powerful development. He also said he organized the commemorative lecture of the whole Party to bring together and re-explain the already-presented basic struggle policies to the leading Party officials of the whole Party and emphasize the working principles, working spirit and working style to be thoroughly maintained at present.

Kim Jong Un, first of all, mentioned that the WPK with the history of 76 years of the longest term of socialist ruling party has performed great exploits while leading the most arduous and complicated Korean revolution along the road of victory.

He summarized that the WPK with the strong root of the anti-Japanese revolutionary struggle presented policies aimed at socialism from the first day of its foundation and prepared the birth of the people's government and made a brief survey of the historic revolutions and great changes achieved in the course of keeping the independent line and the strategic and tactical policies. He appreciated the exploits of the Party that defended the dignity, honour and heroism of our state, overcoming the unheard-of fatal national trials with its skilful leadership, and proved the viability of genuine socialism.

He said the greatest exploit in the whole course of the revolutionary leadership of the WPK is that the Party has brought up the small and weak nation with many ordeals as great and wonderful people single-mindedly united around the Party and the leader and with strong self-reverence and creativity. As we have always given priority to educating and rearing and rallying the popular masses, the driving force of the revolution, we have been able to defend the genuine nature of socialism and advance the Korean revolution even in the vortex of the rapidly-changing history, he added.

He analyzed that the secret of the great victory lies in the fact that the Party opened the most correct and scientific road of party building and thoroughly maintained it. He stressed that in order to successfully lead the revolutionary struggle and construction work it is necessary to build up the Party, the staff of the revolution, firmly as iron-willed vanguard ranks and keep deepening the work along with the changes of the times.

Kim Jong Un mentioned that since its start the WPK has displayed its originality in solving the issue of party building and firmly maintained the unique orbit of its development.

He said: The WPK defined it as the essence of the revolutionary struggle and the building of socialism and communism to achieve the independence of the popular masses and made clear the just cause of its existence as the Party organized for the people and working for them.

Stemming from it, the great Juche idea based on the idea of believing in the people as in heaven and the people-first principle was formulated as the guiding idea of our Party and steadily deepened and developed in conformity with the requirement of the times and the developing revolution, and the supreme programme of the Party on modelling the whole society on the Juche idea was confirmed.

Since the principle of the Juche idea that the popular masses are the masters of the revolution and construction and they have the strength to promote them was consistently applied to the party building and activities, the unconditional service to the people could be established as the unique party discipline and our Party could have the valuable title of motherly Party for the first time in the history of building a revolutionary party.

The principle and stand of our Party were also steadfast in strengthening the leadership system of the Party as well. It was made clear that the leadership system of the Party based on the democratic centralism is, in essence, the monolithic system of idea and leadership of the leader over the revolution and construction and it was defined as the basic line of the party building to establish the monolithic leadership system of the Party, making it possible to firmly keep the ideological and theoretical principle and the political principle which can strictly overcome the mistakes and deviations in the issue.

Kim Jong Un touched on the brilliant successes achieved in building the WPK over the past 10 years.

He said: Entering the new period of succession and development of the Party and the revolution, the party building work to strengthen the WPK into the powerful staff and guiding force of the revolution was further intensified and thus the guiding idea of the Party was formulated as Kimilsungism-Kimjongilism in accordance with the new demand of the developing revolution and the leadership ability and fighting efficiency of the Party were readjusted comprehensively and in detail.

According to the innovative measures taken to enhance the leading function and role of the Party, the whole work of the Party and the state came to be powerfully accelerated and developed with clear momentum and dynamics and the authority of leadership and fighting efficiency of the Party guiding the development of the revolution were extraordinarily enhanced.

With the Eighth Party Congress as a momentum, the WPK revised the Party rules, the basic standards of the party building and activities, according to the requirement of the developing revolution and the principle of Juche-oriented party building and the nature and popular character of our Party became clearer in the struggle for establishing the devoted service for the people as the revolutionary party discipline.

We have established the firm system and framework capable of resolutely carrying forward the idea and exploits of the Juche-oriented party building achieved by the great leaders Kim Il Sung and Kim Jong Il and thus keeping the character and nature of our Party as the militant staff leading the revolutionary cause of Juche even in any storm and as genuine servant Party of the people and continuously strengthening its leadership ability. This is a brilliant success made in the party building over the past 10 years.

Our Party is faced with a task of the times to build itself more soundly and powerfully in conformity with the prevailing situation of the revolution, Kim Jong Un said and analyzed the subjective and objective circumstances of the Korean revolution filled with difficulties unprecedented in history and the importance of thoroughly implementing the principal policy tasks presented by the Party at its Congress and major party and state conferences to tide it over bravely.

He said the gigantic goals for readjusting and developing the national economy by and large demand a correct plan of development and scientific guarantee, and continued:

The only way to powerfully push ahead with the unheard-of crucial undertakings in the grave situation is for the whole Party to unite and give the party guidance in one direction according to the line and principle of struggle presented by the Party Central Committee.

Kim Jong Un put forward important tasks for all the Party organizations and leading Party officials of the whole Party to clearly know the basic lines and policies of struggle of the Party Central Committee and the DPRK government and further improve and strengthen the party work to powerfully lead the new development of socialist construction.

He stressed the need to keep deepening the work to establish the monolithic leadership system of the Party Central Committee, the irresistible and ever-victorious strength of the Party.

He said the establishment of the monolithic leadership system in the whole Party is the most precious political success made by the Party in the arduous and severe struggle, and continued:

The centre of leadership and the centre of unity and cohesion are firm, the monolithic ideology and leadership have been firmly established and the entire people single-mindedly united around the Party Central Committee. The strength of the WPK is the inexhaustible strength that can overcome any adversity and challenges.

Already in the 1960s our Party deepened it as the top-priority task of the party building to strengthen the monolithic leadership system of the Party thanks to the gifted foresightedness and outstanding leadership of the great leaders Kim Il Sung and Kim Jong Il. The high authority and prestige of our Party and state shining all over the world and all the miraculous miracles wrought by our people in socialist construction and the struggle for defending socialism are unthinkable apart from the monolithic leadership system of the Party. Also herein lies the shortcut to developing our state and leading tens of millions of people to the happiest life.

To defend the monolithic leadership system of the Party Central Committee, the dignity and might of the Party and the state, and thoroughly establish it is the sacred and natural obligation of all the party organizations and members of the whole Party and the citizens of this country.

The ideal objective of the work to establish the monolithic leadership system of the Party Central Committee is to make the whole Party and society those with the same head and body. In other words, the whole country should become an organism sharing the idea, intention and action with the Party Central Committee, he stressed and mentioned important issues for the party organizations and leading Party officials to clearly know the demand for establishing the monolithic leadership system at present and regard the work as the main line.

Kim Jong Un made clear the importance of the internal work of the Party in improving and strengthening the party work at present.

He emphasized that the party organizations and leading Party officials should improve and strengthen the ideological work.

He said: Today when great changes are made in the people's consciousness and social surroundings, it is a more vital demand to improve and strengthen the ideological work. In recent years the people-first principle has been firmly transformed into the party discipline, social customs and social habit and the era of our state-first principle ushered in, increasing the loyalty, pride and patriotic enthusiasm of our people.

The fundamental demand of our party ideological work at present is to prepare all the members of the society as the true loyalists and ardent patriots making the revolutionary idea of the Party Central Committee their faith and inveterate habit and steadily renovate the ideological work in line with the requirement of the times and the developing revolution while continuously intensifying it without letup.

The most important task stemming from the fundamental demand of the party ideological work is to powerfully speed up the work for modelling the whole society on the revolutionary idea of the Party Central Committee. The party organizations and the leading Party officials should thoroughly establish the habit of study to firmly arm the Party members and other working people with the revolutionary idea of the Party Central Committee and keep increasing it.

Kim Jong Un explained in detail the issue on conducting the work by combining it with the practical struggle for implementing the party policies, the issue on profoundly and persistently conducting the work of informing all the organizations ranging from the central to the lowest organs of the policies and lines of the Party in every period correctly in time and explaining them, the issue on making the revolutionary idea of the Party Central Committee the firm faith of all the Party members and other working people and the absolute standard of their thinking and activities, and the issue on conducting the five-point education effectively.

Saying socialism, in particular, is our soul, life and future, he underscored the need to pay attention to strengthening the education in conviction of socialism.

He clarified that one of the tasks we should always attach importance to in our party ideological work is to make the Three-Revolution Red Flag Movement a powerful mass movement propelling the socialist construction and a substantial motive force for development of the units concerned.

Kim Jong Un presented some tasks to vigorously advance the party ideological work.

He indicated all problems for advancing the party ideological work including the issue for the party organizations to actively study and apply new and fresh styles and methods of ideological work corresponding to the ideological sentiments and aspirations of the people and the trend of the developing times and to the specific conditions and characteristics of their units, the issue on fully displaying the might of the agitprop forces and means, the issue for the field of culture and arts playing a big role in educating the masses and encouraging their revolutionary zeal to make redoubled efforts and bring about a new turn in the revolution as early as possible and the issue on enhancing the role of the full-time party propaganda officials and junior propaganda officials.

Kim Jong Un referred to improving and strengthening the party leadership over the administrative and economic work.

He said what is fundamental in the party leadership over the administrative and economic work is to maintain the principle of political guidance and policy guidance firmly and consistently, and continued:

The party organizations should play a good role of rudder in guiding the economic work of their units. For the purpose, it is necessary to correctly run the Party committees and strengthen the collective discussions and guidance.

Kim Jong Un defined the fundamental factor deciding the success or failure of the economic work as the spiritual strength of the masses and science and technology, and said the party organizations and Party officials should thoroughly maintain the stand of giving priority to the political work in carrying out the economic tasks and ensure the supply services in time to increase the enthusiasm of the working people and strengthen their scientific and technological forces.

He stressed that the party organizations of the ministries and national agencies should enhance their role in implementing the economic policy of the Party and the party organizations and Party officials, the chief secretaries of the provincial, city and county Party committees in particular, should intensify the party guidance over the legal organs.

Kim Jong Un said the party organizations and the leading Party officials should give good party guidance to the working people's organizations, bearing in mind that it is an important part of the party work.

He importantly mentioned that in order to improve and strengthen the party work all the leading Party officials should keep and fully display the revolutionary, militant and sound working spirit.

He mentioned the issue for the leading Party officials to arm themselves with the revolutionary idea of the Party Central Committee and the party policies more firmly than others and increase their political consciousness, the issue on making it an inveterate habit to implement the party policies unconditionally and thoroughly, the issue on thoroughly applying the traditional working methods of Korean style that displayed the great might in strengthening and developing the Party and victoriously advancing the Korean revolution, and the issue on maintaining the popular character in the party work and possessing the sound moral traits.

He said only the Party officials, who find out new jobs for the people in their casual speeches, strive to solve the problems the people worry about and demand solution and share sweets and bitters with the masses, can enjoy support of the masses and make successes in their work. It is an important issue our Party consistently stresses that the Party officials should be upright and honest in life without expecting any privilege and special favour, he added.

With the noble moral traits the leading Party officials should respect the people and lower themselves as much as possible. It is the demand of the Party Central Committee that a Party official should become a revolutionary who is not only transparent in ideology but also highest in moral traits.

The leading Party officials should become a model in enhancing their sense of organizational duty to the Party, participating in the Party life voluntarily and respecting the dignity of the Party organization.

The leadership of the Party Central Committee over the revolution and construction is realized through the departments of the Party Central Committee and the leading role of our Party depends on how the departments discharge their duties, he said and underscored the need to enhance the role of the departments of the Party Central Committee.

Kim Jong Unclarified once again the determination and will of the WPK to make the five-year plan period set by the Eighth Party Congress five yearseffective in boosting the economy of the country and solving the food, clothing and housing problems of the people and five years of great changes of face-lifting the country remarkably again shortening the time and carry out the grand operations for next stage in succession to build a powerful socialist country admired by the world.

He said: The fundamental guarantee for accomplishing the sacred cause at an early date lies in extraordinarily strengthening the leadership ability and fighting efficiency of the Party, the guiding force of the revolution, and to be concrete, depends largely on the role of leading officials of the Party committees at all levels of the whole Party. All the participants should keep the unconditional faith in our cause and become true Party officials who find their infinite pride in their hard work, feel happy with the laughter of the people and most painful even in their slightest inconveniences, and regard it as their obligation and greatest honour to live up to the people's expectations.

Our Party has such irresistible force as the precious trust of all people and a firm and great single-hearted unity, he said and ardently called for waging a vigorous struggle with all our wisdom and enthusiasm for the radical development of socialist construction guided and encouraged by the invincible Kimilsungism-Kimjongilism and for bringing earlier the great era when the ideal and desire of the people will come true.
