The following happened one July day in Juche 107 (2018) when the respected Comrade Kim Jong Un looked round the construction sites in the then Samjiyon County, Ryanggang Province.
An official in the province told him that they planned to spruce up Hyesan Teachers Training College. Then, Kim Jong Un said to the accompanying officials as follows:
Each province should bring up talented personnel in large numbers by developing education in order to implement to the letter the policy of the Workers’ Party of Korea on making all the people well-versed in science and technology.
Talented personnel are not only the wealth of the country but the important resources that guarantee the development of provinces, cities and counties. Education of the rising generations can be likened to “talent farming” in agriculture. Not only potato farming but “talent farming” should be put on a scientific and intensive basis in provinces so as to train a large number of talented personnel in a short period of time. Along with this, provinces should put the training system at the teachers training colleges on a scientific and IT footing and bring up excellent teachers by introducing advanced teaching methods which embody the originality and the Juche character.
And he stated that provinces should take responsibilities for improving the overall educational institutions in their localities and that educational work should be regarded as an important criterion for evaluating them.
