Historic Declaration Demonstrating Strong DPRK-Russia Friendship

August 4, 2001 is the day when the “DPRK-Russia Moscow Declaration” was adopted.

Chairman Kim Jong Il paid an official visit to the Russian Federation from August 4 to 5, 2001. During the visit, he held a talk with President Vladimir Vladimirovich Putin and signed the DPRK-Russia Moscow Declaration.

The DPRK-Russia Moscow Declaration is a joint document of great significance that gave great impetus to the development of the DPRK-Russia relations in the 21 st century, along with the DPRK-Russia Joint Declaration adopted in Pyongyang on July 19, 2000.

Affirming that the further development of the long-standing relations of friendship and cooperation between the DPRK and Russia conforms with the fundamental interests of the two peoples who entered a new century, the Joint Declaration stressed that the both sides agreed to expand and develop the friendly relations for the prosperity of both countries on the basis of DPRK-Russia Joint Declaration signed by the top leaders of both countries on July 19, 2000 and the Treaty of Friendship, Good-neighborliness and Cooperation between the DPRK and the Russian Federation signed on February 9, 2000.

The Joint Declaration also contains comprehensive contents. It includes the issue of developing close cooperation in all fields of bilateral relations including politics, the economy, military, science and technology; the issue of bringing about the national reunification independently and peacefully by the Korean nation itself; the issue of ensuring the peace and stability on the Korean peninsula; and the issue of ensuring all countries to enjoy security in the international relations on equal terms.

Chairman Kim Jong Il paid his first official visit to the Russian Federation in the first year of the new century and signed the Moscow Declaration with the Russian President. This represented an epoch-making event in developing the friendly relations between the DPRK and Russia as well as in ensuring the global peace and security.

Right after 2001, Chairman Kim Jong Il again visited the Russian Federation in 2002 and 2011 and strengthened the friendly bonds between the peoples of both countries. Thanks to his energetic external activities, the DPRK-Russia relations have developed positively and constructively overcoming all sorts of difficulties at home and abroad, always making mutual respect, understanding and cooperation as a starting point.

The friendly relations between the DPRK and Russia are now in its heyday.

In April 2019, Kim Jong Un , President of the State Affairs of the Democratic People’s Republic of Korea had the first historic meeting with Russian President Vladimir Vladimirovich Putin in Vladivostok, Russia and laid a cornerstone of further development of the DPRK-Russia friendly relations as required by the new era.

The historic Vladivostok DPRK-Russia summit reconfirmed the invariable current of the DPRK-Russia friendship which has developed throughout centuries and generations. This summit also provided motive power for the strategic and tactic communication and cooperation between the two countries to enable them to develop the bilateral relations, ensure peace and stability on the Korean peninsula and in the region, and establish a fair international order, ensuring that the bilateral relations develop dynamically onto a new higher stage.

In future, too, the DPRK and the Russian Federation will continue to develop the bilateral relations of friendship onto a new higher stage from the spirits of the reached agreements and joint documents adopted by the top leaders of both countries, and seek close cooperation in the struggle to ensure the global peace and security, and establish a just and fair international order.
