One sweltering day in August Juche 40 (1951), President Kim Il Sung came out of his office.

He wore these shoes the next day too.
One day, after a long spell of rain, he inspected the workplace of sappers and asked their opinions of padded shoes.
He said: I have been wearing these shoes for several days, and found them warm and comfortable, but they get wet easily. I am afraid this might freeze the feet. The the rubber frame should be raised higher, I think.
Those he had been wearing were one of the padded shoes to be supplied to the soldiers in the coming winter.
Only then officials realized why he wore padded shoes in summer.
