Head of the DPRK Delegation Addresses at 80 th Session of UN General Assembly

Comrade Kim Son Gyong, Vice-Minister of Foreign Affairs who is heading the DPRK delegation, made a speech at the 80 th Session of the UN General Assembly on September 29.
As reflected in the theme of the current session “Better together: 80 years and more for peace, development and human rights”, we are now at a pivotal watershed where we all look back on the 80-year-long history of the UN and design for the future, Comrade Kim Son Gyong said, and went on:
The modern history has recorded many incidents and events but has never seen a period like today when the international norms and order established and consolidated along with the foundation of the UN are disregarded and the sovereignty of states openly violated.
The indiscriminate tariff war against the entire world has thrown the world economy in general into the swamp of stagnation and instability. Even the 2030 Agenda for Sustainable Development, committed to eliminating inequality and poverty and ensuring dignity of humankind on a global scale, is denied for the reason that it does not meet the interest of an individual country. This is the stark reality.
Underlying at the bottom of all these turbulences and pains suffered by the world are the high-handedness and arbitrariness of the hegemonic powers in their attempt to keep the whole world within the sphere of their interests and their greedy ambition to place their exclusive interests above the common good of humanity.
The complicated international situation today highlights the need to reconsider the role of the UN responsible for maintenance of global peace and security.
In particular, it is an essential requirement in preventing arbitrariness and high-handedness of specific forces to correct the Western-led inappropriate structure and expand and strengthen the representation of developing countries that take up absolute majority of the UN membership in the Security Council entrusted with an important mission of maintaining international peace and security.
Only when the UN puts an end to the arbitrary, high-handed, biased and double-dealing practices in all its activities and strictly adheres to the principles of sovereign equality, non-interference in internal affairs, impartiality and objectivity, can it restore its image as an organization with full qualifications and capacity for realizing the purposes of its charter.
However, the present objective security situation of the Korean peninsula is faced with serious challenges as never before.
As the U.S.-ROK, U.S.-Japan military alliances and the U.S.-Japan-ROK trilateral military cooperation system directly targeting the DPRK rapidly evolve into a more offensive and aggressive military bloc with nuclear element contained, the war exercises and military build-up against our state are breaking all the previous records in terms of scale, nature, frequency and scope.
Nowhere in the world can we find such a place as the Korean peninsula where the world’s biggest nuclear weapon state and its allied forces conduct bilateral and multilateral war exercises all the year round and even stage actual drills simulating the use of nukes targeting a sovereign state, by mobilizing massive multi-national combined forces and latest strategic assets.
Yet, even under the tremendous military threat directed against the DPRK and the dangerous security landscape created by it, the roaring guns of war are not heard and the peace and security are firmly safeguarded on the Korean peninsula.
The physical war deterrent of the DPRK strengthened in direct proportion to the increased threat of aggression of the U.S. and its allies thoroughly saps the will of the enemy states to provoke a war and ensures the balance of power in the area of the Korean peninsula.
In order to permanently maintain this state of balance and make peace of the Korean peninsula everlasting, we have stipulated the nukes in our constitution as sacred and absolute thing that can never be touched nor changed.
Requesting us to “denuclearize” is equivalent to asking us to give up the sovereignty, abandon the right to existence and violate the constitution.

Comrade Kim Jong Un , President of the State Affairs of the DPRK, made it clear at the 13 th session of the 14 th Supreme People’s Assembly that our Party and the government would invariably and firmly safeguard without slightest vacillation the constitution of the DPRK and its basic law on the policy of nuclear forces which perpetuates its possession of nukes and thoroughly guarantee the supreme interests of our state.
We will never give up the nuclear weapons which are our state law, national policy and sovereign power as well as the right to existence. Under any circumstances, we will not withdraw from this position.
The DPRK is convincingly following the road of its own choice without any stagnation and vacillation even under the worldwide political turmoil. This reality is the brilliant fruition of the unshakable spirit of independence and correct leadership of the Workers’ Party of Korea and the government of the DPRK.
Marking the 80th anniversary of the end of World War II this year, colourful political and cultural events have taken place in various countries commemorating the victory over the world anti-fascist war.
It represents the rock-firm will of the righteous international community not to tolerate the attempts to deny the result of the world anti-fascist war and national liberation struggle.
Yet, genocide and atrocities against humanity that can even overshadow Hitler are now openly committed in the Middle East, much to the consternation of the world.
After massacring over 60,000 Palestine civilians in the past 2 years, Israel is trying to occupy the whole area of Gaza with armed forces and completely exterminate the Palestine population.
We urge Israel to stop immediately the crimes against humanity and withdraw from the Gaza Strip. Likewise, we fully support the establishment of independent state of Palestine with East Jerusalem as its capital and its entry into the UN as a full-fledged member state.
Independence, peace and friendship are the invariable external policy ideas of the DPRK.
The DPRK will, as in the past, so also in the future, collaborate with all countries and nations that oppose and reject aggression, interference, domination and subjugation and aspire after independence and justice, transcending differences in ideas and systems. It will promote multifaceted exchanges and cooperation with the countries that respect our country and take friendly attitude.
