Korea was liberated from the Japanese imperialists’ military occupation on August 15, 1945. One day in October that year the great leader Comrade Kim Il Sung stopped by a noodles house on his way back from a welcoming gathering arranged by the people of Taedong County.
He had a talk with the owner of the house who was running the business while doing farm work. She lamented that it was her lifelong desire to do farming on her own land and that she could not fulfil the desire because she had no land. She went on to say that as she did farming on leased land, she had to pay her rent to the landowner.
After saying to himself repeatedly “landowner,” Kim Il Sung sternly declared: Land must be owned by the peasants who till it. They need not pay their rent. It would be all right if we made the law and the masters of land are not the landowners but peasants who cultivate it like her.
He stressed to the puzzled woman that peasants were the masters of land.
Later, he went among peasants to talk with them unceremoniously, acquainting himself in detail with their demand for land. He confirmed the categories of land to be confiscated, the methods of confiscation and distribution of land and the ways of doing away with the tenancy system for good to meet the actual conditions of the rural communities in the country.
In those days he was convinced that the agrarian reform should be thoroughly carried out by the peasants themselves who engaged in farming operations and the relevant law should be worked out in line with their desire and aspirations.
Meanwhile, a dynamic petition movement asking for the distribution of land to the tillers was launched across the countryside.
Peasants, tenants and other sections of the masses held rallies and adopted letters, resolutions and petitions asking for an agrarian reform to distribute land to peasants as soon as possible before spring ploughing and presented them to Kim Il Sung .
Keenly realizing in the letters what the peasants eagerly aspired to, he promulgated the law on agrarian reform, a policy reflecting their aspirations and desires, on March 5, 1946.
