The inaugural ceremony of the Hoeyang Army-People Power Station was held with splendour in Kangwon Province of the Democratic People's Republic of Korea on November 20, 2025.

The power station, which was completed following the army-people power stations in Ichon, Munchon, Sepho, Phyonggang and Kosong, is the last project of the six hydropower stations on which Kangwon Province concentrated all its efforts for five years after setting it as an important task to build them without fail for the regional economic development and the improvement of the people's material and cultural life.

Kangwon Province has a smaller population and weaker industrial foundations than other provinces.

But it completed the construction of the Hoeyang Army-People Power Station last year by impelling without letup the work to create a new generating capacity according to its characteristics with rich hydraulic resources.

The construction of power production bases in Kangwon Province was a grand nature-harnessing projects in which the builders had to overcome not only sufferings and trials of all sorts imminent in the course of building power stations, but also unpredictable sudden crises. Under this situation, it was not easy to make a decision to build six power stations by the efforts of the province and it was more difficult to put it into practice.

The people in Kangwon Province, however, turned out as one and worked hard with patriotic efforts. They built up concrete dams and made and installed sluices by themselves, performing unprecedented feats. They successfully dug several kilometre-long waterway tunnels through mountains and expanded and coated them, and finished the spillway dam project and installation of pressure iron pipe conduits ahead of schedule.

When the raging flood caused by heavy rain swept away the dams of power station under construction in an instant as if testing their will, they rose up again and rebuilt all those dams more firmly.

Over the past five years, the people in Kangwon Province have proved with their steadfast patriotism and persistent efforts the truth that self-reliance is the only way to survive and nothing is impossible when one holds fast to the spirit of self-reliance and self-development as the driving force. They were firmly convinced once again of the philosophical principle that the eternal prosperity lies in believing in their own strength and shaping their future with their own hands.

The people in Kangwon Province, who took a big step in exploiting and enlisting the hydraulic resources as suited to their regional characteristics, are now devoting their all to the grand nature-harnessing projects for finishing in the shortest possible time the construction of Unit 2 of the Ichon Army-People Power Station and Unit 2 of the Hoeyang Army-People Power Station which can create a greater generating capacity.
