Ri Son Gwon, Minister of Foreign Affairs of the Democratic People’s Republic of Korea, sent a message of congratulation on June 12 to Teodoro L. Locsin, Secretary of Foreign Affairs of the Republic of the Philippines, on the 123rd anniversary of its independence.
