Special Workshop for Officials in the Party Life Guidance Sections of Organizational Departments of Party Committees at All Levels of the Workers' Party of Korea took place at the April 25 House of Culture in Pyongyang between July 2 and 6.

The respected Kim Jong Un, General Secretary of the Workers' Party of Korea, guided the special workshop.

Present at the workshop were Jo Yong Won, Member of the Presidium of the Political Bureau of the Central Committee of the WPK and Secretary for Organizational Affairs of the Party Central Committee, Ri Il Hwan, Secretary of the Central Committee of the WPK, Jong Kyong Thaek, Director of the General Political Bureau of the Korean People's Army, deputy department directors of the Organizational Leadership Department of the Party Central Committee, officials of the Provincial, City and County Party Committees and the Party Committees fulfilling the same function as theirs and officials concerned of the KPA Political Departments at all levels.

The workshop witnessed a two-day meeting and a three-day practical training to extensively sum up the work of the party life guidance sections of organizational departments of party committees at all levels and decisively enhance the political and practical qualifications and ability of the party officials and thus improve the party life organization and guidance in a revolutionary way.

Kim Jong Un declared the special workshop open and made an important concluding speech which illumined the original ideology and theory on the party organization building at the new historic stage of the Korean revolution.

He said:

Today when the Korean revolution has entered an important stage of laying a foundation for the overall development of socialist construction frontally tiding over the trials and challenges in all fields, whether to turn the action program presented at the Eighth Party Congress into a good reality or not depends on the fighting efficiency, activity and art of leadership of the party organizations in the regions and units concerned. What is important in enhancing the role of the party organizations is to ensure a give of the party life organization and guidance, a basic function of the organizational departments of the Party.

The party life guidance is fundamental in the party activities and the system of guiding the party life of the officials and Party members through the party life guidance sections of organizational departments of party committees at all levels is the basic leadership and guidance line of the Party Central Committee to strengthen the leadership ability and fighting efficiency of the Party.

It can be said that the party life guidance sections of organizational departments of the Party play the role of blood vessel and neural gland firmly linking the party organizations with the Party Central Committee as a living organism. Since the revolutionary policies of the Party Central Committee concerning the activities of the party organizations and the life of the Party members are communicated and assigned to the party organizations and the overall activities of the party organizations at all levels are focussed on the Party Central Committee through the party life guidance sections, the issue of strengthening the basic organizations and ensuring the unity and consistency of the whole Party depends largely on the role of the party life guidance sections.

Our Party is powerfully leading the socialist construction while consolidating the political foundation and displaying its fighting efficiency despite the manifold severe difficulties and challenges, which is unthinkable apart from the activities of the party life guidance sections of organizational departments of party committees at all levels. The party life guidance sections are none other than the masters of grasping and leading the implementation of the major tasks given to the party organizations such as those of applying the people-first principle, the fundamental political idea of our Party, building the revolutionary Party discipline for unconditional and devoted service to the people, making the city and county party organizations powerful staffs leading the development of their regions, bringing about a great change in the work of cadres, training the party ranks as an elite, further strengthening the primary Party committees, basic combat units of implementing the Party policies and making the Party cells viable and sound ones closely knitted in bonds of human feelings.

The party life guidance sections of organizational departments of the Party can be called basic axis in executing the idea and policy on party building set forth by the Party Central Committee as regards the long-range plan of the Party and the revolution. This is a definition of the position and duty of the party life guidance sections in the party building and activities.

As the revolution advances, the responsible mission and role of the party life guidance sections are further emphasized in ensuring the leadership of the Party Central Committee over the party organizations, making our Party an organizationally integral whole with firm foundation and basis and organizing and mobilizing the masses to the implementation of the Party policies. In order to strengthen the Party its organizational departments should always hold the banner and the officials in the party life guidance sections should become the standard-bearers. This is the demand and principle for our Party building.

The officials in the party life guidance sections are a main link of enhancing the function and role of the Party Committees at all levels and improving the political and practical qualifications of the party officials. They are in the position of organizing and guiding the life of the Party members. Therefore, they should master the unique work method and principle of our Party and become the genuine party officials with high political and practical ability and qualifications. It is an important work directly related to the strengthening and development of the Party in the future. So the Party Central Committee attaches great importance to this special workshop and guides and helps the officials in the party life guidance sections to play their leading, pivotal and vanguard role and the party organizations and officials to firmly maintain the revolutionary party discipline and implement the Party policies in a substantial way, so that the wonderful aspect of our Party can be kept all the time.

Kim Jong Un made clear the purport of the current workshop convened specially with much effort in the wake of different meetings and sectional short courses as part of the work to improve the work method of the departments and sections of the Party in recent years. Enhancing the working ability of the officials in the party life guidance sections is an essential and revolutionary process in the course of strengthening our Party into a promising and revolutionary Party and militant socialist ruling Party and herein lies the significance of the special workshop, he added.

He made a detailed analysis of the fact that at present, the work of the party life guidance sections of organizational departments of the Party fails to correspond to the demand and intention of the Party Central Committee, and its cause. It is necessary to rearm the officials in the party life guidance sections and raise their political and practical qualifications and political consciousness so that they can perform their duty, function and role in steadily strengthening the party life guidance system peculiar to our Party. This is the purpose of the Party Central Committee which organized the current special workshop and most important core issue to be solved urgently in strengthening our Party, he stressed.

In the concluding speech, Kim Jong Un clarified the basic duty of the officials in the party life guidance sections, and four major principles and six tasks to be maintained in the party life organization and guidance.

He said the basic duty of the party life guidance sections at present is to thoroughly grasp and control the party organizations at all levels and strengthen the party life organization and guidance for the officials and Party members and thus firmly ensure the leadership of the Party Central Committee.

He specially emphasized that all the party organizations should regard it as a fundamental iron rule of the party life guidance to establish the discipline of absolute obedience to the monolithic leadership of the Party Central Committee.

He stressed time and again the importance of the responsibility and duty of the officials in the party life guidance sections to hold fast to the banner of Juche and unflaggingly lead the party organizations and masses to the successful implementation of the action program of the Party. And he said the fighting efficiency of the party life guidance sections is precisely that of the organizational departments and that of the Party.

He expressed the great belief that the participants in the workshop wouldplay a pivotal role in accomplishing the sacred cause of the WPK. And he ardently called upon all to work more vigorously and resolutely for the fighting efficiency of the ever-victorious WPK, the great Kimilsungist-Kimjongilist Party and for the strengthening and development of the great people's Party in firm unity around the Party Central Committee with one mind and purpose.

At the workshop Jo Yong Won, Member of the Presidium of the Political Bureau of the Central Committee of the WPK and Secretary for Organizational Affairs of the Party Central Committee, submitted a report on the review of the work of the party life guidance sections of organizational departments of party committees at all levels, and speeches were made.

The report mentioned the immortal exploits of Kim Jong Un who provided more powerful ideological, theoretical and methodological weapons for strengthening the whole Party with his tireless ideological and theoretical activities for party building.

The report and speeches profoundly analyzed and summed up the past work on the basis of the intention of the Party Central Committee to bring about a revolutionary turn in the party life organization and guidance, the fundamentals in the party organizational work.

The practical training for firmly arming with the idea and policies set forth by Kim Jong Un in his important concluding speech gave a theoretical and profound explanation to the validity, scientific accuracy and vitality of the idea on the party organization building and dealt in detail with the ways to thoroughly apply the tasks facing the party life guidance sections to the practice of party work.

Carefully listening to the lectures and watching a video program on the method of running the party meetings and their guidance method, the participants acquired the best ways of the Juche-based party work principles and methods.

Kim Jong Un made a closing address at the special workshop.

He said the special workshop has attained the desired end amid the high political consciousness and enthusiasm of the entire participants, and continued:

This workshop will be clearly recorded in the history of our Party building as it gave full play to the superiority and vitality of the party life guidance system peculiar to the WPK and extraordinarily enhanced the ability of leadership of the Party over the revolution and construction and thus provided a new milestone for bringing about a radical change in the development of the party work.

The main idea and spirit of the special workshop are that the party life guidance sections of organizational departments of party committees at all levels should become the main locomotive and axis in steadily strengthening and developing our Party into a powerful leading political organization and skilfully organizing and mobilizing the party organizations to the implementation of the Party policies.

The officials in the party life guidance sections should make strenuous efforts, bearing in mind that their party loyalty and ability are estimated according to the degree of substantial implementation of the Party policies at the units under their charge. They should always see through, diagnose and deal with all things on the basis of the Party lines and policies and guarantee the development of the work of the units under their charge and the completion in the implementation of the Party decisions with strong grasping and guiding abilities and fighting capacity.

Kim Jong Un stressed once again crucial issues to be maintained as an invariable principle in the party life organization and guidance.

He declared the special workshop closed, expressing the belief that all the participants would think and act in accordance with the will and plan of the Party Central Committee, firmly take their position in the struggle for strengthening the whole Party and make devoted efforts for the strengthening and development of the Party and the well-being of the people with a new determination, firm will and fresh spirit.
